RESPECTFULLY REQUESTING THE RHODE ISLAND DEPARTMENT OF EDUCATION | |
TO CREATE A TASK FORCE ON YOUTH FINANCIAL LITERACY IN ORDER TO | |
DEVELOP A STATEWIDE STRATEGY, ACTION PLAN, AND MARKETING PLAN FOR | |
INCREASING MIDDLE AND HIGH SCHOOL STUDENTS' KNOWLEDGE OF PERSONAL | |

     WHEREAS, The Rhode Island General Assembly’s Joint Commission on Youth |

Financial Education recognizes the critical need for the State to have a citizenry that is prepared |
1-3 |
to make responsible personal financial decisions; and |
1-4 |
     WHEREAS, Rhode Island’s young people face a future where knowledge of personal |
1-5 |
finances will play an unprecedented role in their economic well-being; and |
1-6 |
     WHEREAS, Approximately five percent of young people in Rhode Island’s high schools |
1-7 |
participate in a course dedicated to financial literacy each academic year; and |
1-8 |
     WHEREAS, Objective evidence suggests that students in Rhode Island and across the |
1-9 |
nation do not have an understanding of the core financial concepts that will allow them to make |
1-10 |
financially sound decisions as adults; and |
1-11 |
     WHEREAS, School districts and middle and high schools across Rhode Island differ in |
1-12 |
the extent that they offer students the opportunity to study personal finance; now, therefore be it |
1-13 |
     RESOLVED, That this General Assembly of the State of Rhode Island and Providence |
1-14 |
Plantations hereby requests the Rhode Island Department of Education to create a Task Force in |
1-15 |
order to develop a statewide strategy, action plan, and marketing plan for increasing middle and |
1-16 |
high school students’ knowledge of personal financial literacy; and be it further |
1-17 |
     RESOLVED, That said Task Force will be composed of educators and members of the |
1-18 |
financial community; and be it further |
2-1 |
     RESOLVED, That this General Assembly requests said Task Force to complete its work |
2-2 |
and provide a report to the Speaker of the House and the President of the Senate on or before |
2-3 |
January 31, 2009; and be it further |
2-4 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
2-5 |
transmit a duly certified copy of this resolution to the commissioner of elementary and secondary |
2-6 |
education for the state of Rhode Island. |
