PROPOSING A "REAL-TIME BILL TRACKING SYSTEM"

     WHEREAS, An individual's right to information about their government's activities lies

at the heart of the democratic process. The public's access to the creation and development of our

general laws is an essential ingredient in providing citizens of the state with the tools and

1-4

knowledge necessary to actively participate in a productive and constructive manner; and

     WHEREAS, In order to accomplish this goal the State of Rhode Island's General

1-6

Assembly has been committed to expanding and enhancing new methods of disseminating

1-7

information to the public. The Legislative Data department has played a key role in providing the

1-8

necessary tools to expand technological access to legislative information; and

1-9

     WHEREAS, The addition of a tracking and e-mail bill tracking notification system

1-10

within the current computerized reporting structure will assist the public with the extremely

1-11

difficult process of following a specific bill through the entire legislative course of action; now,

1-12

therefore be it

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

1-14

hereby requests Legislative Data to analyze the implementation of an e-mail bill-tracking

1-15

notification program and to report back to the Senate and the House of Representatives by May 1,

1-16

2004 with recommendations for its implementation and cost; and be it further

     RESOLVED, That the Secretary of State be and he is hereby authorized and directed to

2-2

transmit a duly certified copy of this resolution to the Director of Legislative Data Systems.
