It is enacted by the General Assembly as follows: | |

     SECTION 1. Chapter 42-61 of the General Laws entitled "State Lottery" is hereby |

amended by adding thereto the following section: |

     42-61-19. Scratch-A-Tick Game. – During the fiscal year ending June 30, 2013 the state |
1-4 |
lottery division within the department of revenue shall conduct, in conformity with the applicable |
1-5 |
provisions of chapter 42-61 of the general laws, an instant game to be known as “Scratch-A-Tick |
1-6 |
Game.” The lesser of either the net revenue from the first three (3) months of the running of the |
1-7 |
“Scratch-A-Tick Game” or two hundred thousand dollars ($200,000) shall be deposited in a |
1-8 |
restricted revenue account to be used by the University of Rhode Island Center for Vector-Borne |
1-9 |
Disease and Tick Encounter Resource Center for tick-bite protection and Lyme disease |
1-10 |
prevention research and outreach. The provisions of this section shall prevail over any provisions |
1-11 |
of chapter 42-61 which are inconsistent therewith. |
1-12 |
     SECTION 2. This act shall take effect upon passage. |

     This act would direct the state lottery division to conduct an instant game known as the |

“Scratch-A-Tick Game” during the fiscal year ending June 30, 2013. The lesser amount of either |

thousand dollars ($200,000) shall be deposited in a restricted revenue account to be used by the |

University of Rhode Island for Vector-Borne Disease and Tick Encounter Resource Center to |
