EXPRESSING SINCERE CONDOLENCES ON THE PASSING OF | |
WILLIAM G. DUGAN, JR. | |

     WHEREAS, It is with utmost sadness that this House of Representatives has learned of |

the passing of William G. Dugan, Jr., a man who served his country and state with honor and |
1-3 |
dignity and who was a well-respected member of the North Providence community; and |
1-4 |
     WHEREAS, Known as Bill by his family and many friends, Mr. Dugan was the devoted |
1-5 |
husband of Barbara M. Dugan, the beloved father of Karen Spina and her husband, Kevin, |
1-6 |
Richard Dugan and his wife, Ann, and David Dugan, Esq., and his wife, Barbara Grady, Esq. He |
1-7 |
was also the proud grandfather of seven grandchildren and brother of the late Donald Dugan; and |
1-8 |
     WHEREAS, Born in Woonsocket, Mr. Dugan was the son of the late William and Jeanne |
1-9 |
Dugan, Sr. He was a graduate of LaSalle Academy and had been an avid fan of the school’s |
1-10 |
football team, rarely missing a game in recent years. Upon graduation from school, he had served |
1-11 |
our country with honor in the United States Army during the Korean War; and |
1-12 |
     WHEREAS, Through his service to the Town of North Providence and the State of |
1-13 |
Rhode Island in a number of capacities, Mr. Dugan was well-known by generations of state |
1-14 |
elected officials. Most notably, he had served eight years as Chief of Staff during the |
1-15 |
Administration of Governor J. Joseph Garrahy. He had also been elected to the North Providence |
1-16 |
School Committee, serving as Chairman for a number of years, and following his tenure with the |
1-17 |
Governor, had become Assistant Director of Administration, a position he held until his |
1-18 |
retirement; and |
1-19 |
     WHEREAS, Mr. Dugan thoroughly enjoyed playing golf and was a devoted follower of |
1-20 |
the Boston Red Sox, the New England Patriots, the Providence Friars, and the Boston Bruins. He |

was also a longstanding member of the Metacomet Country Club and was a member of the Rhode |
2-2 |
Island Knights of Columbus, holding the distinction of State Deputy; and |
2-3 |
     WHEREAS, There is no doubt that Bill Dugan left this world a far better place because |
2-4 |
of his life’s endeavors. He was a steadfast gentleman whose integrity and humor enriched the |
2-5 |
lives of all who knew him. He will be sadly missed, but fondly remembered; now, therefore be it |
2-6 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-7 |
Providence Plantations hereby expresses our deepest sympathies on the passing of William G. |
2-8 |
Dugan, Jr.; and be it further |
2-9 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
2-10 |
transmit a duly certified copy of this resolution to Mrs. Barbara M. Dugan and Family. |
