RELATING TO MOTOR AND OTHER VEHICLES - REGISTRATION OF VEHICLES | |

It is enacted by the General Assembly as follows: | |
|

SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is |
|

hereby amended by adding thereto the following section: |
|

31-3-92. Special plate for Wildlife Rehabilitators Association of RI. -- (a) The |
|
1-4 |
administrator of the division of motor vehicles is empowered to make available special motor |
|
1-5 |
vehicle registration plates for the not-for-profit Wildlife Rehabilitators Association of RI. |
|
1-6 |
(b) The special plate shall be displayed upon the same registration number assigned to the |
|
1-7 |
vehicle for which it was issued and shall be used in place of and in the same manner as the |
|
1-8 |
registration plates issued to the vehicle. The original registration plates for the vehicle shall be |
|
1-9 |
removed from the vehicle and the registration certificate for the plates shall be carried in the |
|
1-10 |
vehicle, in accordance with section 31-3-9. The registration certificate shall be in effect for the |
|
1-11 |
special plate. |
|
1-12 |
(c) Wildlife Rehabilitators Association of RI motor vehicle plates shall be the same size |
|
1-13 |
as regular motor vehicle plates and shall be designed by the Wildlife Rehabilitators Association |
|
1-14 |
of RI in conjunction with the division of motor vehicles, with the design to be approved by the |
|
1-15 |
state police. |
|
1-16 |
(d) Wildlife Rehabilitators Association of RI plates shall be subject to a minimum pre- |
|
1-17 |
paid order of at least nine hundred (900) plates. Wildlife Rehabilitators Association of RI plates |
|
1-18 |
shall not be issued unless the minimum order requirements are met. |
|
1-19 |
(e) The administrator of the division of motor vehicles shall develop application forms, |
|
1-20 |
pre-payment procedures and any other procedures deemed necessary to carry out the purposes of |
|
2-1 |
this section. |
|
2-2 |
(f) In addition to the regular prescribed motor vehicle registration fee, Wildlife |
|
2-3 |
Rehabilitators Association of RI plates shall be subject to a forty dollar ($40.00) issuance |
|
2-4 |
surcharge. |
|
2-5 |
(g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows: twenty |
|
2-6 |
dollars ($20.00) shall be allocated to the general fund and the remaining twenty dollars ($20.00) |
|
2-7 |
shall be distributed annually to the Wildlife Rehabilitators Association of RI to assist in the |
|
2-8 |
furtherance of its mission. The distribution to the Wildlife Rehabilitators Association of RI shall |
|
2-9 |
be placed in a restricted account and shall be paid to the Wildlife Rehabilitators Association of |
|
2-10 |
RI. |
|
2-11 |
(h) Wildlife Rehabilitators Association of RI will be required to submit an annual |
|
2-12 |
financial statement before such monies are distributed. |
|
2-13 |
(i) There shall be no refunds for early cancellation of Wildlife Rehabilitators Association |
|
2-14 |
of RI plates. |
|
2-15 |
SECTION 2. This act shall take effect upon passage. |
