RELATING TO ELECTIONS -- CAMPAIGN CONTRIBUTIONS AND EXPENDITURES

REPORTING

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 17-25 of the General Laws entitled "Rhode Island Campaign

Contributions and Expenditures Reporting" is hereby amended by adding thereto the following

section:

     17-25-31. Mandated contributions. – (a) All candidates, as defined in subdivision 17-

1-5

25-3(2), shall contribute ten percent (10%) of all contributions, as defined in subdivision 17-25-

1-6

3(3), received by the candidate in each election cycle, as defined in subdivision 17-25-3(5), to be

used to supplement cash assistance payments made to developmentally disabled adults, as defined

1-8

in subdivision 40.1-21-4.3, residing in this state, pursuant to section 40-6-27, entitled

1-9

“supplemental security income.”

     (b) The director of the Rhode Island department of human services is authorized to

1-11

promulgate such rules and regulations which it deems necessary to effectuate the intent of the

1-12

general assembly, which is to have ten percent (10%) of all political contributions used to help

1-13

individuals on supplemental security income.

     SECTION 2. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would mandate that candidates contribute ten percent (10%) of their political

receiving supplemental security income assistance. The director of the department of human

services shall promulgate rules and regulations to effectuate this legislation.
