RELATING TO TOWNS AND CITIES - COUNCILS AND GOVERNING BODIES

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 45-5 of the General Laws entitled "Councils and Governing

Bodies" is hereby amended by adding thereto the following section:

     45-5-23. Restriction on collective bargaining. – No town or city council, school

1-4

committee or governing body of a fire district shall ratify, modify or negotiate any collective

1-5

bargaining agreement during the period between the date of any primary election involving any

1-6

member of such council, school committee or fire district governing body and the date on which

1-7

those elected at the subsequent general election shall take office.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

     This act would prohibit collective bargaining during the period between a primary

election and the subsequent swearing-in of those elected at the general election.
