H O U S E R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY AND REVIEW

STANDARDIZED TESTING PROGRAMS IN SECONDARY EDUCATION

     RESOLVED, That a special legislative commission be and the same is hereby created

consisting of eleven (11) members: three (3) of whom shall be members of the Rhode Island

1-3

House of Representatives, not more than two (2) of whom shall be from the same political party,

1-4

to be appointed by the Speaker of the House; one of whom shall be the Rhode Island

1-5

Commissioner of Elementary and Secondary Education, or designee; one of whom shall be the

1-6

Chair of the Rhode Island Board of Regents, or designee; one of whom shall be the

1-7

Commissioner of Higher Education, or designee; one of whom shall be the President of Rhode

1-8

Island College, or designee; one of whom shall be the President of the University of Rhode

1-9

Island, or designee; one of whom shall be the President of the Urban League, or designee; and

1-10

two (2) of whom shall be members of the public with experience in one or more of the following

1-11

areas, ESL, Special Education, Gifted and Talented, and/or English Language Arts, to be

1-12

appointed by the Speaker.

     In lieu of any appointment of a member of the legislature to a permanent advisory

1-14

commission, a legislative study commission, or any commission created by a General Assembly

1-15

resolution, the appointing authority may appoint a member of the general public to serve in lieu

1-16

of a legislator, provided that the Majority Leader or the Minority Leader of the political party

1-17

which is entitled to the appointment, consents to the member of the general public.

      The purpose of said commission shall be to make a comprehensive study and analysis of

1-19

standardized testing and assessment programs in relation to graduation and dropout rates and

1-20

student performance/achievement.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

2-2

the call of the Speaker of the House and organize and shall select a chairperson from among the

2-3

legislators.

     Vacancies in said commission shall be filled in like manner as the original appointment.

     The membership of said commission shall receive no compensation for their services.

2-6

     All departments and agencies of the state shall furnish such advice and information,

2-7

documentary and otherwise, to said commission and its agents as is deemed necessary or

2-8

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

2-10

for said commission; and be it further

     RESOLVED, That the commission shall report its findings and recommendations to the

2-12

House of Representatives no later than March 28, 2013, and said commission shall expire on June

2-13

28, 2013.

     This resolution would create an eleven (11) member special legislative study commission

whose purpose it would be to make a comprehensive study and analysis of standardized testing

and assessment programs in relation to graduation and dropout rates and student

performance/achievement, and who would report back to the House no later than March 28, 2013,

and whose life would expire on June 28, 2013.
