CONGRATULATING PROVIDENCE CHIEF OF POLICE, COLONEL HUGH T. | |
CLEMENTS, JR. | |

     WHEREAS, On May 5th of 1985, Colonel Hugh T. Clements was appointed to the |
1-2 |
Providence Police Department, thus embarking on a distinguished career as a police officer that |
1-3 |
would span the next twenty-six years and earn him not only the respect and admiration of the |
1-4 |
entire law enforcement community but also the title of Chief of Police; and |
1-5 |
     WHEREAS, Colonel Clements attained his Bachelor of Arts degree from the University |
1-6 |
of Rhode Island, his Bachelor of Science degree in the Administration of Justice from Roger |
1-7 |
Williams College, and his Master’s degree in Criminal Justice from Boston University; and |
1-8 |
     WHEREAS, Upon becoming a brother in blue, Colonel Clements was assigned to the |
1-9 |
Patrol Bureau, Uniform Division, as a night Patrol Officer. Until 1990, he was a member of the |
1-10 |
Neighborhood Response Team, at which time he was transferred to the Special Investigations |
1-11 |
Bureau; and |
1-12 |
     WHEREAS, By consistently demonstrating integrity and outstanding leadership skills, |
1-13 |
Colonel Clements rose quickly through the ranks. In December of 1990, he was promoted to the |
1-14 |
rank of Detective and transferred to the Detective Bureau, and in 1992, he earned the rank of |
1-15 |
Sergeant and transferred to the Patrol Bureau, Uniform Division. In 1995, he transferred back to |
1-16 |
the Detective Bureau, Investigative Division; and |
1-17 |
     WHEREAS, In July of 2002, Colonel Clements was again promoted, attaining the rank of |
1-18 |
Lieutenant, and returned to the Patrol Bureau, Uniform Division. In 2003, he was assigned as the |
1-19 |
District Commander of District 5. He attained the rank of Captain in 2005 and Major in 2008; |
1-20 |
and |

     WHEREAS, In April of 2011, Colonel Clements was selected as Deputy Chief and |
2-2 |
promoted to Commander, and in July of 2011, he was named Acting Chief. On January 6th of |
2-3 |
2012, to the very good fortune of the citizens of Providence, Colonel Clements was named Chief |
2-4 |
of the Providence Police Department; and |
2-5 |
     WHEREAS, In addition to his law and order duties, Police Chief Clements has earned a |
2-6 |
panoply of awards and honors, including numerous Letters of Commendation and the Chiefs |
2-7 |
Award in 1991 and again in 1992, and |
2-8 |
     WHEREAS, Chief Clements is also a devoted husband. He and his wife, Donna, are the |
2-9 |
proud parents of two daughters, Kayleigh and Kourtney; and |
2-10 |
     WHEREAS, A true “officer and a gentleman,” Police Chief Clements has and continues |
2-11 |
to provide the citizenry of the City of Providence and Rhode Island with safer and more secure |
2-12 |
lives due to his extraordinary career, and his service and dedication are noteworthy and |
2-13 |
commendable; now, therefore be it |
2-14 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-15 |
Providence Plantations hereby recognizes, honors, and congratulates Colonel Clements on his |
2-16 |
promotion to Chief of The Providence Police Department. We wish him good health, fulfillment, |
2-17 |
and continued success; and be it further |
2-18 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
2-19 |
transmit a duly certified copy of this resolution to Providence Chief of Police Hugh T. Clements. |
