J O I N T R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION

TO STUDY THE EXPLORATION AND PROMOTION OF ALTERNATIVE AND

RENEWABLE ENERGY SOURCES IN THE EAST BAY

     RESOLVED, That a special legislative commission be and the same is hereby created

consisting of eleven (11) members: one of whom shall be a member of the Senate, to be

appointed by the President of the Senate; one of whom shall be a member of the House of

1-4

Representatives, to be appointed by the Speaker; nine (9) of whom shall be the Mayor/Executive

Director/Town Manager or Administrator of the following communities: Barrington, Bristol, East

1-6

Providence, Little Compton, Middletown, Newport, Portsmouth, Tiverton, and Warren, or

1-7

designee.

      In lieu of any appointment of a member of the legislature to a permanent advisory

1-9

commission, a legislative study commission, or any commission created by a General Assembly

1-10

resolution, the appointing authority may appoint a member of the general public to serve in lieu

1-11

of a legislator, provided that the majority leader or the minority leader of the political party which

1-12

is entitled to the appointment consents to the appointment of the member of the general public.

     The purpose of said commission shall be to make a comprehensive study of avenues to

1-14

explore and promote the use of alternative, renewable energy sources in the communities of the

1-15

East Bay in order to develop energy projects for the benefit of the region.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

1-17

the call of the President of the Senate and the Speaker of the House and organize.  The

1-18

commission’s legislative members shall serve as co-chairpersons of the commission.

     Vacancies in said commission shall be filled in like manner as the original appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

documentary and otherwise, to said commission and its agents as is deemed necessary or

2-5

desirable by the commission to facilitate the purposes of this resolution.

     The Joint Committee on Legislative Services is hereby authorized and directed to provide

2-7

suitable quarters in the state house for said commission; and be it further

2-8

     RESOLVED, That the commission shall report its findings and results to the General

2-9

Assembly on or before January 8, 2013, and said commission shall expire on March 8, 2013.
