RELATING TO PUBLIC PROPERTY AND WORKS - STATE PURCHASES | |

It is enacted by the General Assembly as follows: | |

     SECTION 1. Chapter 37-2 of the General Laws entitled "State Purchases" is hereby |

amended by adding thereto the following section: |

     37-2-56.2. Consolidated purchases – Master price agreement contracts. (a) Quasi- |
1-4 |
public agencies and entities, except as otherwise provided and/or prohibited by other state and/or |
1-5 |
federal law, shall utilize and participate in state master price agreement contracts for all purchases |
1-6 |
and spending by the agency and/or entity, including, but not limited to, interests in real property, |
1-7 |
contractual services, rentals of all types, supplies, materials, equipment, and services. The |
1-8 |
department of administration shall assist quasi-public agencies or entities in facilitating the |
1-9 |
negotiation and use of state master price agreement contracts. Said contracts shall be made by |
1-10 |
and through the chief purchasing officer of the department of administration. The provisions of |
1-11 |
section 37-2-54 shall apply to all purchases by quasi-public agencies and entities, except as |
1-12 |
otherwise provided or prohibited by other state and/or federal law. |

     (b) On or before January 31 of each year, the department of administration shall provide a |
1-14 |
written report to the house of representatives and the senate in regard to master price agreement |
1-15 |
contracts containing purchases for quasi-public agencies and entities. Said reports shall include: |

     (1) An identification of each master price agreement contract in effect as of the time of |
1-17 |
the report; |
1-18 |
     (2) The parties to said master price agreement contract; |
1-19 |
     (3) The total amount of said master price agreement contract; |
2-20 |
     (4) The sum or amount of the master price agreement contract which has been paid; |
2-21 |
     (5) The items purchased through said master price agreement contract, including, but not |
2-22 |
limited to, real property, contractual services, rentals of all types, supplies, materials, equipment, |
2-23 |
and other services; and |
2-24 |
     (6) An identification of what remains to be done or executed pursuant to said master price |
2-25 |
agreement contract, including, but not limited to, any additional monies to be paid and any |
2-26 |
additional items to be received. |
2-27 |
     SECTION 2. This act shall take effect upon passage. |
