It is enacted by the General Assembly as follows: | |

     SECTION 1. Chapter 43-3 of the General Laws entitled "Construction and Effect of |

Statutes" is hereby amended by adding thereto the following section: |

     43-3-33. Payment of statutory fees. – Notwithstanding any provision of the general or |
1-4 |
public laws to the contrary, whenever any state department, agency, board, council or |
1-5 |
commission is authorized or required by statute to collect a fee for any license, permit, |
1-6 |
registration, certificate or other function, the department, agency, board, council or commission |
1-7 |
shall be authorized to allow a state approved vendor authorized by law to withhold a commission |
1-8 |
to develop and implement a web-based system for the electronic filing thereof. |
1-9 |
     SECTION 2. This act shall take effect upon passage. |

     This act would enhance and facilitate the ability of state departments and agencies to |

implement electronic filing of applications for licenses, permits, registrations, certificates and |
2-3 |
other functions by authorizing the departments and agencies to allow a state approved vendor |
2-4 |
authorized by law to withhold a commission for developing and implementing the web-based |
2-5 |
system for electronic filing. |

     This act would take effect upon passage. |
