J O I N T R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY AND HAVE

OVERSIGHT ON MUNICIPALLY RUN PENSION SYSTEMS

     RESOLVED, That a special legislative commission to be known as the “Municipally Run

Pension Systems Task Force” be and the same is hereby created consisting of ten (10) members:

five (5) of whom shall be members of the house of representatives, three (3) to be appointed by

the speaker of the house and two (2) by the house minority leader, and five (5) of whom shall be

1-5

members of the senate, three (3) to be appointed by the president of the senate and two (2) by the

1-6

senate minority leader.

     The purpose of said commission shall be to make a comprehensive study, and develop a

1-8

strategy for maintaining the solvency and integrity of municipally run pension systems.

     The study shall include, but not be limited to:

     (1) Developing a reasonable plan of necessary statutory changes; and

1-11

     (2) Determining ways to promote standards and regulatory structures that are compatible

1-12

with the solvency and integrity of such systems.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

1-14

the call of the speaker of the house and organize and shall select a chairperson. Vacancies in said

1-15

commission shall be filled in like manner as the original appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state, shall furnish such advice and information,

1-18

documentary and otherwise, to said commission and its agents as is deemed necessary or

1-19

desirable by the commission to facilitate the purposes of this resolution, and the commission shall

1-20

have the power of subpoena.

     The joint committee on legislative services is hereby authorized and directed to provide

suitable quarters for said commission; and be it further.

     RESOLVED, That the commission shall report its findings and recommendations to the

2-4

general assembly no later than May 31, 2012, and said commission shall expire on July 30, 2012.
