RELATING TO THE GENERAL ASSEMBLY - PERMANENT JOINT COMMITTEE ON

NAMING ALL NEW BUILDINGS, BRIDGES, EDIFICES AND OTHER STATE

CONSTRUCTIONS

It is enacted by the General Assembly as follows:

     SECTION 1. Legislative findings.- The general assembly finds and declares that:

     (1) Roberta Richman, Assistant Director of Rehabilitative Services for the Rhode Island

1-3

department of corrections, oversees community corrections including probation, parole, and home

1-4

confinement, education and vocational training, health services, substance abuse treatment and

1-5

many specialized counseling programs. She also supervises inmate reentry activities designed to

1-6

bridge the gap between institutional services and community corrections.

     (2) Ms. Richman began her career in RIDOC in 1979 as an Arts program coordinator.

She became the administrator of educational services in 1982, the director of prison industries in

1-9

1986 and in 1991 was appointed warden of the women's facilities. During the ten years of her

1-10

tenure as warden, she introduced many innovative programs for female offenders.

     (3) As assistant director of rehabilitative services, Ms. Richman has focused attention on

1-12

prisoner reentry, the building of a continuum of care for offenders that begins immediately upon

1-13

entry into the criminal justice system and is intended to prepare the offender, his/her family and

1-14

the community, for successful release from prison. She believes that corrections alone cannot do

1-15

all that is needed to help prisoners rebuild their lives and has built partnerships with many

1-16

community agencies and public safety organizations in our cities and towns who now work

1-17

actively with the DOC on prisoner reentry initiatives.

     SECTION 2. Chapter 22-7.4 of the General Laws entitled "Permanent Joint Committee

1-19

on Naming All New Buildings, Bridges, Edifices and Other State Constructions" is hereby

amended by adding thereto the following section:

     22-7.4-116. Roberta Richman Way. -- The unnamed street located in the city of

2-3

Cranston, Rhode Island on the easterly side of Howard Avenue and extending to West Road and

2-4

located adjacent to Margaret Walsh Park shall herein after be named and known as "Roberta

2-5

Richman Way."

     SECTION 3. This act shall take effect upon passage.
