HONORING REPRESENTATIVE J. RUSSELL JACKSON FOR HIS SERVICE TO THE | |
PEOPLE OF THE STATE OF RHODE ISLAND | |

     WHEREAS, It is with regret and sadness that this House bids farewell to our good friend |

and colleague, Representative J. Russell Jackson; and |
1-3 |
     WHEREAS, Upon graduation from Rogers High School, Russ Jackson earned his |
1-4 |
Bachelor’s degree from the University of Rhode Island and his Juris Doctor from Suffolk |
1-5 |
University. He maintains a flourishing legal practice with the law firm of Jackson O'Neill, LLC; |
1-6 |
and |
1-7 |
     WHEREAS, On November 2nd of 2004, The Honorable J. Russell Jackson was elected |
1-8 |
to the Rhode Island House of Representatives, representing the people of Middletown and |
1-9 |
Newport in what is now District 73; and |
1-10 |
     WHEREAS, During his eight years with the Rhode Island General Assembly, |
1-11 |
Representative Jackson has not only earned the respect of his peers, but also the trust and |
1-12 |
confidence of his constituents; and |
1-13 |
     WHEREAS, Representative Jackson has been instrumental in sponsoring and supporting |
1-14 |
numerous pieces of legislation, including a referendum for the voters to expand the Newport |
1-15 |
Grand facility, a bill to enable the construction of the SSV Oliver Hazard Perry, legislation to |
1-16 |
make the state’s biodiesel tax incentive more effective, and legislation to give tax assessors more |
1-17 |
flexibility in how they determine the real estate value of time-share developments, to name just a |
1-18 |
few; and |
1-19 |
     WHEREAS, Holding numerous titles and responsibilities during his tenure with the |
1-20 |
House, Representative Jackson served as Co-Vice Chair of the House Finance Committee, Vice |
2-1 |
Chair of the House Rules Committee, as a member of the House Commission to Study Municipal |
2-2 |
Financial Integrity, and as a member of the Joint Defense Economy Planning Commission; and |
2-3 |
     WHEREAS, Within his community, Representative Jackson served on Newport’s |
2-4 |
Planning Board and as a member of the Newport Charter Commission; and |
2-5 |
     WHEREAS, In addition to his law practice and the many hours he spends at the State |
2-6 |
House, Representative Jackson is married to his lovely wife, Karin, and together they have three |
2-7 |
children, Karolyn, Tanner, and Elizabeth; and |
2-8 |
     WHEREAS, Representative Jackson’s leadership and tireless devotion to the citizens of |
2-9 |
the Ocean State have earned him our unqualified admiration and loyalty, and he will most |
2-10 |
assuredly be missed; now, therefore be it |
2-11 |
     RESOLVED, That this House of Representatives of the State of Rhode Island and |
2-12 |
Providence Plantations hereby honors Representative J. Russell Jackson as he concludes his |
2-13 |
service in the Rhode Island General Assembly. We thank him for a job well done, and extend our |
2-14 |
sincere wishes for his continued health, happiness, and success; and be it further |
2-15 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
2-16 |
transmit a duly certified copy of this resolution to The Honorable J. Russell Jackson. |
