CONGRATULATING THOMAS DECESARE ON ATTAINING THE RANK OF EAGLE | |

     WHEREAS, Not every boy, nor even every Scout, qualifies for the high rank of Eagle. |

Strenuous physical hurdles, high mental requirements, strong personal character, indomitable |
1-3 |
spirit, and a commitment to community service are a rare combination of qualities and |
1-4 |
achievements to find in one person. Thomas DeCesare is just such an extraordinary young man, |
1-5 |
and his accomplishments are truly worthy and deserving of our recognition and praise; and |
1-6 |
     WHEREAS, Thomas is a member of Troop 1, East Greenwich, Rhode Island. Using his |
1-7 |
skills and abilities for the common good, he has earned numerous merit badges and has held |
1-8 |
several leadership positions, including Assistant Patrol Leader, Assistant Senior Patrol Leader, |
1-9 |
and Chaplain’s Aid, and has served as an Order of Arrow Representative. He also received the |
1-10 |
distinguished 50 mile award as part of his adventure to Philmont; and |
1-11 |
     WHEREAS, Thomas, a true outdoorsman, attended all three high adventure camps: |
1-12 |
Philmont in New Mexico, Allagash in Maine, and the Florida Sea Base. He particularly enjoyed |
1-13 |
the two trips he took as part of his Allagash experience; and |
1-14 |
     WHEREAS, His concern for the large quantity of abandoned debris in Narragansett Bay |
1-15 |
and his understanding of the Bay and Atlantic Ocean helped Thomas choose an Eagle Project. |

His Eagle service project consisted of locating an abandoned and derelict 90-foot dock that had |
1-17 |
washed up on the beach at Goddard State Park. He decided to clean up the beach, which involved |
1-18 |
dismantling, sorting, transporting, and disposing of the dock. The debris was not only unsightly, |
1-19 |
but dangerous to the public. Thomas devoted countless hours and an amazing amount of energy |
1-20 |
carrying out his project for the benefit and enjoyment of the community; and |
2-1 |
     WHEREAS, Thomas is continuing his education by pursuing a Pharmacists degree at the |
2-2 |
University of New England in Biddeford, Maine; and |
2-3 |
     WHEREAS, Thomas DeCesare upholds the dignity and virtue of a true Eagle, and has |
2-4 |
proven himself to be worthy of trust and a truly dynamic leader; now, therefore be it |
2-5 |
     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
2-6 |
hereby honors Thomas DeCesare on attaining the rank of Eagle. Convinced that Thomas’s |
2-7 |
distinguished career in Scouting will prepare him for a life replete with accomplishments and |
2-8 |
success, we are certain that he will continue to dedicate a large part of that life to the service of |
2-9 |
others. We encourage him to grow, mature, and continue to be the kind of determined and |
2-10 |
dedicated young man America needs; and be it further |
2-11 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
2-12 |
transmit a duly certified copy of this resolution to Eagle Scout Thomas DeCesare. |
