CONGRATULATING CHIEF JEFFREY CARL LITTLEFIELD ON HIS RETIREMENT | |
FROM THE UNITED STATES NAVY AFTER TWENTY-ONE YEARS OF | |
DISTINGUISHED AND DEDICATED SERVICE TO OUR NATION | |

     WHEREAS, Chief Jeffrey Carl Littlefield was born in Manassas, Virginia, on April 12, |

1972, and graduated from Portsmouth High School in Portsmouth, Rhode Island, in 1990. He |
1-3 |
enlisted in the United States Navy on September 6, 1990, and attended Basic Training in Orlando, |
1-4 |
Florida. He also attended Builder “A” school in Gulfport, Mississippi; and |
1-5 |
     WHEREAS, After completing three years at Sub Base, he received orders to report to |
1-6 |
Amphibious Construction Battalion One in Coronado, California, and was advanced to Second |
1-7 |
Class Petty Officer. He also earned his Seabee Combat Warfare Specialist qualification and was |
1-8 |
assigned as the lead builder for camp construction. His deployments included Chinhe, South |
1-9 |
Korea; Kunsan Airbase, Camp MEC-P Pohang, Korea; Gladstone, Australia; and Mombasa, |
1-10 |
Kenya. After his tours, Chief Littlefield was selected for orders to report to Recruit Training |
1-11 |
Command, Great Lakes, Illinois. Chief Littlefield was the lead RDC for two CNO and three |
1-12 |
Battle “E” companies, and was qualified as a Master Training Specialist; and |
1-13 |
     WHEREAS, In 2004, Chief Littlefield received orders to report to Naval Air Station, |
1-14 |
Brunswick, and was assigned as the Assistant to the Director of Housing, Brunswick Naval |
1-15 |
Station. During his tour at Brunswick, he was promoted to First Class Petty Officer and received |
1-16 |
Certified Accreditation for Bachelor Housing, and his facilities were awarded two Admiral Elmo |
1-17 |
Zumwalt awards for excellence; and |
1-18 |
     WHEREAS, Upon completion of his tour, Chief Littlefield was assigned to Gulfport, |
1-19 |
Mississippi, where he re-qualified as a Seabee Combat Warfare Specialist and was assigned as |
1-20 |
QC Inspector Safety for AIR Det Al Taquaddum, Iraq. Additionally, he was assigned to design a |
2-1 |
parking ramp and runway system for VTOL Aircraft, and was assigned to a Combat Outpost |
2-2 |
Support Detachment of four men assigned to improve the quality of life for United States Marines |
2-3 |
in the Anbar Province. Chief Littlefield was also assigned to Camp Virginia, Kuwait, as the OIC |
2-4 |
for a 56- man detachment; and |
2-5 |
     WHEREAS, Upon completing his tour, Chief Littlefield was assigned to Construction |
2-6 |
Battalion Maintenance Unit 202, in Washington DC, as Operations Chief and Project Manager. |

While assigned to Washington DC, he again re-qualified as a Seabee Combat Warfare Specialist |
2-8 |
and supervised a crew of five Seabees in the Construction of the Year Seabee exhibit at the |
2-9 |
United States Memorial. He was also advanced to Chief Petty Officer during this tour; and |
2-10 |
     WHEREAS, Upon completion of this tour, Chief Littlefield was assigned to Naval |
2-11 |
Mobile Construction Unit 133. He deployed to Kandahar, Afghanistan, returning home in July of |
2-12 |
2010. He deployed in 2011 to Okinawa, Japan, serving as the Detachment AOIC. While there he |
2-13 |
and his troops provided support and assistance to the earthquake and tsunami victims. He retired |
2-14 |
from the United States Navy in November of 2011; and |
2-15 |
     WHEREAS, Chief Littlefield’s decorations include the Naval Achievement Medal (four |
2-16 |
awards), the Army Achievement Medal (two awards), the Navy Meritorious Unit Commendation |
2-17 |
Medal, the Navy Unit Commendation, Battle “E” (three awards), the Good Conduct Medal (five |
2-18 |
awards), the National Defense Service Medal (two awards), the Southwest Asia Service Medal |
2-19 |
(with EGA), the Iraqi Campaign Medal (with EGA), the Global War on Terrorism Service Medal, |
2-20 |
the NATO Service Medal, the Afghanistan Campaign Medal, the Armed Forces Service Medal, |
2-21 |
the Korean Service Medal (two awards), the Humanitarian Service Medal (two awards), the |
2-22 |
Military Outstanding Volunteer Service Medal, the Sea Service Deployment Ribbon (eight |
2-23 |
awards), the Recruit Division Commander Ribbon, the Navy Expert Rifleman Ribbon, the Navy |
2-24 |
Expert Pistol and Afghanistan Campaign Medal, and is an Honorary Member of the 4th Australian |
2-25 |
Light Horseman Brigade; and |
2-26 |
     WHEREAS, The son of the late YNCS Sumner C. Littlefield, USN, Ret., and Jean |
2-27 |
Cabral, Chief Littlefield followed in his father’s footsteps in pursuing a career in the United |
2-28 |
States Navy. He is married to Jessica Littlefield, and has four children, Ashley, Katelyn, David, |
2-29 |
and Kyela; now, therefore be it |
2-30 |
     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
2-31 |
hereby congratulates Chief Jeffrey Carl Littlefield on his retirement from the United States Navy |
2-32 |
after twenty-one years of distinguished and dedicated service to our nation. We wish him |
2-33 |
continued success in all future endeavors; and be it further |
3-34 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
3-35 |
transmit a duly certified copy of this resolution to Chief Jeffrey Carl Littlefield. |
