J O I N T R E S O L U T I O N | |
CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY THE ISSUANCE OF | |
GOLD STAR FAMILY LICENSE PLATES | |

     RESOLVED, That a special legislative commission be and the same is hereby created |

consisting of twelve (12) members: three (3) of whom shall be members of the Rhode Island |

house of representatives, not more than two (2) from the same political party, to be appointed by |
1-4 |
the speaker of the house; three (3) of whom shall be members of the Rhode Island senate, not |
1-5 |
more than two (2) from the same political party, to be appointed by the president of the senate; |
1-6 |
one of whom shall be a member representing the Navy, to be appointed by the speaker of the |
1-7 |
house; one of whom shall be a member representing the Army, to be appointed by the president |
1-8 |
of the senate; one of whom shall be a member representing the Marine Corps, to be appointed by |
1-9 |
the speaker of the house; one of whom shall be a member representing the Air Force, to be |
1-10 |
appointed by the president of the senate; one of whom shall be a member representing the Coast |
1-11 |
Guard, to be appointed by the speaker of the house; and one of whom shall be a member |
1-12 |
representing the National Guard, to be appointed by the president of the senate. |

     In lieu of any appointment of a member of the legislature to a permanent advisory |
1-14 |
commission, a legislative study commission, or any commission created by a general assembly |
1-15 |
resolution, the appointing authority may appoint a member of the general public to serve in lieu |
1-16 |
of a legislator, provided that the majority leader or the minority leader of the political party which |
1-17 |
is entitled to the appointment, consents to the member of the general public. |

      The purpose of said commission shall be to make a comprehensive study of the issuance |
1-19 |
of a gold star family license plate for family members of servicemen and servicewomen who died |
1-20 |
while on active duty. |
2-1 |
     Forthwith upon passage of this resolution, the members of the commission shall meet at |
2-2 |
the call of the speaker of the house and the president of the senate and organize and shall select a |
2-3 |
chairperson from among the legislators. |
2-4 |
     Vacancies in said commission shall be filled in like manner as the original appointment. |
2-5 |
     The membership of said commission shall receive no compensation for their services. |
2-6 |
     All departments and agencies of the state shall furnish such advice and information, |
2-7 |
documentary and otherwise, to said commission and its agents as is deemed necessary or |
2-8 |
desirable by the commission to facilitate the purposes of this resolution. |
2-9 |
     The joint committee on legislative services is hereby authorized and directed to provide |
2-10 |
suitable quarters for said commission; and be it further |
2-11 |
     RESOLVED, That the commission shall report its findings and recommendations to the |
2-12 |
general assembly no later than January 8, 2013, and said commission shall expire on March 8, |
2-13 |

     This resolution would create a twelve (12) member special legislative study commission |
