A N A C T

RELATING TO CRIMINAL OFFENSES - CHILDREN

It is enacted by the General Assembly as follows:

     SECTION 1. Section 11-9-4 of the General Laws in Chapter 11-9 entitled "Children" is

hereby amended to read as follows:

     11-9-4. Contributing to delinquency. -- Every person who knowingly or willfully

1-4

encourages, aids, contributes to, or in any way causes any child under the age of sixteen (16)

1-5

eighteen (18) years to violate any law of this state, or the ordinances of any town or city in this

1-6

state, or who knowingly or willfully encourages, aids, contributes to, or in any way causes any

1-7

child under the age of sixteen (16) eighteen (18) years to be guilty of any vicious or immoral

1-8

conduct, or who, being the parent, parents, legal guardian, or person having the custody or the

1-9

control of any such child, permits or suffers the child to habitually associate with vicious,

1-10

immoral, or criminal persons, or to grow up in ignorance, idleness, or crime, or to wander about

1-11

the streets of any city or town in the nighttime without being in any lawful business or

1-12

occupation, or to enter any house of ill fame, policy shop, or place where any gambling is carried

1-13

on or gaming device is operated, or to enter any place where intoxicating liquors are sold, shall be

1-14

guilty of a misdemeanor, and upon conviction shall be fined not exceeding five hundred dollars

1-15

($500) or be imprisoned not exceeding one year.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

RELATING TO CRIMINAL OFFENSES - CHILDREN

     This act would require that anyone who contributes to the delinquency of a child under

the age of eighteen (18) shall be guilty of a misdemeanor. It raises the age from sixteen (16) to

2-3

eighteen (18) to be included in this crime.

2-4

     This act shall take effect upon passage.
