RELATIVE TO THE RECOGNITION AND VALIDITY OF OUT-OF-STATE AND FOREIGN

SAME-SEX MARRIAGES

     WHEREAS, By his Executive Order 2012-02 issued May 14, 2012, the Governor

purported to recognize same-sex marriages, so-called, contracted in other jurisdictions, and in so

doing stated that “Rhode Island law does not explicitly prohibit or state any public policy against

recognizing the lawful, out-of-state marriages of same-sex couples”; now, therefore be it

1-5

      RESOLVED, By this General Assembly that the public policy of this state

1-6

discountenances the marriage of same-sex couples, and that our public policy in this regard

1-7

overrides any obligation of full faith and credit inasmuch as it regards a matter of paramount

1-8

importance to the citizens of this state.
