RELATING TO THE GENERAL ASSEMBLY -- LOBBYING | |

It is enacted by the General Assembly as follows: | |

     SECTION 1. Chapter 22-10 of the General Laws entitled "Lobbying" is hereby amended |

by adding thereto the following section: |

     22-10-13. Restricted political contributions. -- A registered lobbyist shall not make a |
1-4 |
political contribution of more than two hundred dollars ($200) per calendar year to any senator or |
1-5 |
representative who is, or was within the last two (2) years, a member of any legislative committee |
1-6 |
or commission that before which the lobbyist may appear or has appeared within the last two (2) |
1-7 |
years. Family members, as defined in subdivision 36-14-2(1), and business associates, as defined |
1-8 |
in subdivision 36-14-2(3), of the registered lobbyist, are prohibited from making a political |
1-9 |
contribution to a senator or representative who is, or was within the last two (2) years, a member |
1-10 |
of the legislative committee or commission before which the registered lobbyist may appear, or |
1-11 |
has appeared within the last two (2) years. |
1-12 |
     SECTION 2. This act shall take effect on January 1, 2014. |

     This act would prohibit any lobbyist who donates more than two hundred dollars ($200) |

to any legislator from appearing before any legislative committee or commission on which that |

legislator sits. It would also prohibit the lobbyist from using a surrogate to circumvent the law's |
2-4 |
prohibitions. |

     This act would take effect on January 1, 2014. |
