MAKING APPROPRIATIONS OF $175,000 TO THE RHODE ISLAND COMMUNITY FOOD

BANK

     WHEREAS, The Rhode Island Community Food Bank is a nonprofit 501(c)(3)

organization, founded in 1982 to provide food to people in need and promote long-term solutions

1-3

to the problem of hunger; and

1-4

     WHEREAS, The Rhode Island Community Food Bank is the only food bank in Rhode

1-5

Island and is responsible for the efficient distribution of donated and purchased food to its

1-6

statewide network of 178 member agencies; and

1-7

     WHEREAS, The recent economic downturn has resulted in food insecurity and hunger

1-8

reaching a ten-year high due to soaring unemployment and growing poverty; and

1-9

     WHEREAS, By the end of 2012, emergency food pantries were serving over 66,000

1-10

people each month, an increase of seventy-four percent in the last four years; and

1-11

     WHEREAS, Donations from local supermarkets to the Rhode Island Community Food

1-12

Bank have decreased by twenty percent due to competition and greater efficiency in the food

1-13

industry; and

1-14

     WHEREAS, The Rhode Island Community Food Bank has received a Community

1-15

Service Grant from the State of Rhode Island since fiscal Year 2007; and

1-16

     WHEREAS, The Community Service Grant to the Rhode Island Community Food Bank

1-17

was $345,637 in Fiscal Year 2008; and

1-18

     WHEREAS, The Community Service Grant has been reduced by fifty percent, to

1-19

$172,819 for Fiscal Year 2012; and

2-20

     WHEREAS, The Fiscal Year 2013 budget proposed by the Governor levels funds the

2-21

Community Service Grant; and

2-22

     WHEREAS, The restoration of the Rhode Island Community Food Bank’s Community

2-23

Service Grant to the previous level represents greater food security to those Rhode Islanders most

2-24

in need; now, therefore be it

2-25

     RESOLVED, That there is hereby appropriated, out of any money in the treasury not

2-26

otherwise appropriated for the fiscal year 2013-2014, an additional one hundred seventy five

2-27

thousand dollars ($175,000) to the Department of Human Services, in addition to the sums

2-28

proposed in the Governor's Fiscal Year 2013 budget, for a Community Service Grant to be

2-29

utilized by the Rhode Island Food Bank; and the state controller is hereby authorized and directed

2-30

to draw orders upon the General Treasurer for the payment of said sum upon receipt of properly

2-31

authenticated vouchers.
