H O U S E R E S O L U T I O N

RECOGNIZING AND COMMENDING JOHN PATRICK MCCOY, JR. UPON ACHIEVING

SCOUTING'S MOST DISTINGUISHED HONOR, THE RANK OF EAGLE SCOUT

     WHEREAS, Earning an Eagle Scout Badge is the pinnacle of achievement within the

Boy Scouts of America. It is an exceptional distinction achieved by fewer than five percent of all

1-3

the young men who enter scouting; and

1-4

     WHEREAS, John Patrick McCoy, Jr., is a remarkable young man worthy of this

1-5

prestigious achievement and his accomplishments are truly deserving of our recognition; and

1-6

     WHEREAS, Learning important lifelong skills and values, John Patrick McCoy, Jr., of

1-7

Troop 1, Arnold Mills, Rhode Island, earned twenty-eight merit badges and the World

1-8

Conservation Award. Demonstrating his leadership, he was Troop Quartermaster, Assistant Patrol

1-9

Leader, and Troop Instructor; and

1-10

     WHEREAS, As the highlight of his scouting years and to complete the final step toward

1-11

obtaining the rank of Eagle, John planned, developed, and carried out an extensive Eagle Scout

1-12

service project consisting of the construction of three picnic tables for Diamond Hill State Park

1-13

located in Cumberland, Rhode Island. The project was divided into several days, with the first

1-14

day focusing on cutting the wood to meet the specifications of the plans and staining the pieces.

1-15

The second phase involved transporting the stained pieces to the park and assembling the tables

1-16

on site. John organized several bake sales to raise funds for his project. His project demonstrated

1-17

his concern for and commitment to the citizens of Cumberland; and

1-18

     WHEREAS, John finds the time and energy to be an exemplary student. He is Class

1-19

Secretary at his school, as well as a member of the student council. His love for music has

1-20

involved him in the Mount Saint Charles Jazz Band as a guitarist, as well as a member of a local

2-1

band. He has participated in Charitably Loud, which is a student-run charity concert; and

2-2

     WHEREAS, After graduation from Mount Saint Charles this year, John plans on

2-3

attending college to study Political Science and English. His goal is to learn about American

2-4

political campaigning, and then to help change the focus of political campaigning to a more

2-5

positive approach that is based on promoting the important aspects of a candidate’s platform; and

2-6

     WHEREAS, It is essential and fitting to recognize the triumphs of our youth and to

2-7

celebrate the accomplishments of our future leaders. Eagle Scout John Patrick McCoy, Jr.,

2-8

exemplifies everything an Eagle Scout should be and all that we hope our children will grow to

2-9

be; now, therefore be it

2-10

     RESOLVED, That this House of Representatives of the State of Rhode Island and

2-11

Providence Plantations hereby honors John Patrick McCoy, Jr., for all he has done to attain the

2-12

rank of Eagle within the Boy Scouts of America. We extend our deepest appreciation to John for

2-13

his untiring service to the community and for setting a high standard of commitment and

2-14

dedication by which youth of this great state may follow. We express our very best wishes to

2-15

John for his Eagle Court of Honor on Saturday, May 18, 2013. We wish him good health and

2-16

happiness in the months and years ahead; and be it further

2-17

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

2-18

transmit a duly certified copy of this resolution to Eagle Scout John Patrick McCoy, Jr.
