It is enacted by the General Assembly as follows: | |

     SECTION 1. Section 31-1-6 of the General Laws in Chapter 31-1 entitled "Definitions |

and General Code Provisions" is hereby amended to read as follows: |

     31-1-6. Specially constructed and reconstructed vehicles. -- (a) "Essential parts" |
1-4 |
means all integral and body parts of a vehicle of a type that must be registered under chapters 3 -- |
1-5 |
9 of this title, the removal, alteration, or substitution of which would tend to conceal the identity |
1-6 |
of the vehicle or substantially alter its appearance, model, type, or mode of operation. |

      (b) "Reconstructed vehicle" means every vehicle of a type that must be registered under |
1-8 |
chapters 3 -- 9 of this title, which has been materially altered from its original construction by the |
1-9 |
removal, addition, or substitution of essential parts, new or used. |

      (c) "Specially constructed vehicle" means every vehicle of a type that must be registered |
1-11 |
under chapters 3 -- 9 of this title, but not originally constructed under a distinctive name, make, |
1-12 |
model, or type by a generally recognized manufacturer of vehicles |

home-built, and one-off cars that do not resemble any production car. Specially constructed |
1-15 |
vehicles shall be entitled to standard passenger automobile plates; provided, that all safety and |
1-16 |
emissions standards applied to reconstructed vehicles are met. |

     SECTION 2. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is |
1-18 |
hereby amended by adding thereto the following section: |

     31-3-31.3. Registration of specially constructed vehicles. – (a) A “specially constructed |
2-20 |
vehicle” means every vehicle of a type that must be registered under chapters 3 through 9 of this |
2-21 |
title, but not originally constructed under a distinctive name, make, model, or type by a generally |
2-22 |
recognized manufacturer of vehicles. |

     (b) Specially constructed vehicles shall be subject to the registration fees in section 31-6- |
2-24 |

     (c) Before a specially constructed vehicle can be registered, it must undergo an inspection |
2-26 |
by the division of motor vehicles to determine whether the vehicle was designed for and may be |
2-27 |
safely operated on public roads, and meets all necessary safety standards. Only those specially |
2-28 |
constructed vehicles that are deemed by the division of motor vehicles to be designed for use on |
2-29 |
public roads and meeting all necessary safety standards shall be registered. Specially constructed |
2-30 |
vehicles that are registered shall be subject to inspection pursuant to chapter 38-4 of this title to |
2-31 |
ensure that the vehicle continues to meet all necessary safety standards. |
2-32 |
     SECTION 3. This act shall take effect upon passage. |
