RECOGNIZING THE FETUS AS A HUMAN LIFE UPON THE EXISTENCE OF A

HEARTBEAT

     WHEREAS, There exists a continuing debate in this nation and state as to abortion and

ascertaining the moment that life begins; and

3

     WHEREAS, There is sound scientific evidence that the heart of a fetus begins beating at

4

about the eighteenth day of fetal development; and

5

     WHEREAS, The existence of a beating heart has been recognized as an indicator of the

6

existence of life; now, therefore be it

7

     RESOLVED, That this House of Representatives of the State of Rhode Island and

8

Providence Plantations hereby recognizes that the existence of a fetal heartbeat is evidence of the

9

existence of human life.
