RESPECTFULLY REQUESTING THE RHODE ISLAND CLEAN WATER FINANCE | |
AGENCY TO POSTPONE THE AWARD OF FUNDING FROM THE MUNICIPAL ROAD | |
AND BRIDGE REVOLVING FUND UNTIL NOVEMBER 5TH OF 2014 | |

1 | WHEREAS, The Rhode Island Clean Water Finance Agency (Agency) was established |
2 | by the General Assembly in 1989. Its purpose is to administer "certain federal and state programs |
3 | relating to municipal or community waste water and drinking water financial assistance"; and |
4 | WHEREAS, Passed by the General Assembly as part of the Fiscal Year 2014 budget, the |
5 | municipal road and bridge revolving fund was established to help municipalities make major road |
6 | repairs at lower borrowing costs than those that could be achieved on an open market. This fund |
7 | is administered by the Agency; and |
8 | WHEREAS, The fund will help provide budget relief for our state's municipalities by |
9 | lowering the annual debt service payments and creating opportunities for the construction trades |
10 | and their suppliers; and |
11 | WHEREAS, Deadline for applications for these funds was in October of 2013, and the |
12 | Agency will shortly be assigning priorities for the funds. One further requirement of this funding |
13 | by the Agency is for municipalities to immediately implement the prioritized projects; and |
14 | WHEREAS, Many of our state's municipalities are required by city charter to place any |
15 | bond proposals or funding requested for road and construction projects before the voters for |
16 | approval. This approval would not happen until the fall elections. This time constraint thereby |
17 | eliminates any municipality with this provision from being able to immediately start any project |
18 | and therefore be eligible for this funding; now, therefore be it |
19 | RESOLVED, That this House of Representatives of the State of Rhode Island and |

1 | Providence Plantations hereby respectfully requests the Rhode Island Clean Water Finance |
2 | Agency to postpone awarding the monies from the municipal road and bridge revolving fund until |
3 | November 5th of 2014, in order to permit those municipalities that require additional time due to |
4 | confines of their city charters to also be eligible for this funding; and be it further |
5 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
6 | transmit a duly certified copy of this resolution to the Executive Director of the Rhode Island |
7 | Clean Water Finance Agency. |
