	MAKING AN APPROPRIATION OF $100,000 TO THE DEPARTMENT OF HUMAN
	SERVICES

1	WHEREAS, Approximately 15 percent of Rhode Island households are considered food
2	insecure, lacking the adequate resources to purchase adequate and nutritious food; and
3	WHEREAS, Lack of information about eligibility for the Supplemental Nutrition
4	Assistance Program (SNAP) prevents many low-income residents from accessing the program;
5	and
6	WHEREAS, SNAP benefits are fully funded by the federal government, and state
7	expenditures for outreach activities to enroll more eligible Rhode Islanders are matched by
8	federal government; and
9	WHEREAS, The federal SNAP program adds many millions of dollars to the state's
10	economy (over $302,000,000 million dollars in FY 2013); now, therefore be it
11	RESOLVED, That there is hereby appropriated, out of any money in the treasury not
12	otherwise appropriated for the fiscal year 2014-2015, the sum of one hundred thousand dollars
13	($100,000) to the Department of Human Services to implement activities outlined within the State
14	of Rhode Island SNAP Outreach Plan approved by the U.S. Department of Agriculture; and the
15	state controller is hereby authorized and directed to draw his orders upon the general treasurer for
16	the payment of said sum upon receipt by him of properly authenticated vouchers.
