CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY AND MAKE | |
RECOMMENDATIONS FOR COST SAVINGS PROGRAMS FOR RHODE ISLAND | |

1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of nine (9) members: five (5) of whom shall be members of the Rhode Island House of |
3 | Representatives, not more than four (4) from the same political party, to be appointed by the |
4 | Speaker of the House; and four (4) of whom shall be members of the Rhode Island Senate, not |
5 | more than three (3) from the same political party, to be appointed by the President of the Senate. |
6 | In lieu of any appointment of a member of the legislature to a permanent advisory |
7 | commission, a legislative study commission, or any commission created by a General Assembly |
8 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |
9 | of a legislator, provided that the Majority Leader or the Minority Leader of the political party |
10 | which is entitled to the appointment, consents to the member of the general public. |
11 | The purpose of said commission shall be to make a comprehensive study and analysis of |
12 | cost savings programs for Rhode Island and to determine the validity of each proposal and submit |
13 | implementation recommendations. Annually, the commission will select the best submitted |
14 | program for recognition. In addition, the following information shall be included in the |
15 | commission's annual report to the General Assembly: |
16 | 1. The number of proposals submitted to the commission; |
17 | 2. The number of proposals recommended for implementation; |
18 | 3. The number of proposals implemented; and |
19 | 4. The projected cost savings of each proposal to the state. |

1 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
2 | the call of the Speaker of the House and the President of the Senate and organize and shall select |
3 | a chairperson. |
4 | Vacancies in said commission shall be filled in like manner as the original appointment. |
5 | The membership of said commission shall receive no compensation for their services. |
6 | All departments and agencies of the state shall furnish such advice and information, |
7 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
8 | desirable by the commission to facilitate the purposes of this resolution. |
9 | The Joint Committee on Legislative Services is hereby authorized and directed to provide |
10 | suitable quarters for said commission; and be it further |
11 | RESOLVED, That the commission shall report its findings and recommendations |
12 | annually to the General Assembly no later than January 5th of each year, and said commission |
13 | shall expire on January 6, 2019. |
