RELATING TO TOWNS AND CITIES - GENERAL POWERS | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 45-2 of the General Laws entitled "General Powers" is hereby |
2 | amended by adding thereto the following section: |
3 | 45-2-31.4. Business registration fee – Town of Richmond. -- (a) Every wholesale, |
4 | retail, commercial, or manufacturing business located in Richmond, whether a sole |
5 | proprietorship, partnership, corporation, or other business entity, shall register with the town |
6 | clerk. The information provided upon registration shall include the name of the business, the |
7 | name(s) of the owner, the type of business, the physical address, and the mailing address. |
8 | (b) The town council shall have the authority to establish by ordinance a fee for |
9 | registration, not to exceed ten dollars ($10.00). |
10 | (c) The town clerk shall issue a registration certificate to each registered business. The |
11 | certificate shall be kept on the premises of the business. No business shall be allowed to register |
12 | under a business name that is already registered. |
13 | (d) Businesses operating in Richmond on the effective date of an ordinance adopted |
14 | pursuant to the authority of this statute shall be required to register within sixty (60) days of the |
15 | day the ordinance takes effect. A business that changes its address shall be required to obtain a |
16 | new registration certificate. |
17 | (e) The town council shall have the authority to provide by ordinance for a fine for failure |
18 | to register a business. The fine shall not exceed twenty-five dollars ($25.00). Each day of |
19 | violation shall constitute a separate offense. The fine shall enure to the town. |

1 | This act would require every wholesale, retail commercial or manufacturing business |
2 | located in Richmond to register with and obtain from the town clerk a registration certificate to be |
3 | kept on its premises. The act would also empower the town council to establish by ordinance a |
4 | registration fee not to exceed ten dollars ($10.00) and/or a fine for failure to register a business |
5 | not to exceed twenty-five dollars ($25.00) per day. |
6 | This act would take effect upon passage. |
