RELATING TO TOWNS AND CITIES - GENERAL POWERS

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 45-2 of the General Laws entitled "General Powers" is hereby

amended by adding thereto the following section:

     45-2-31.4. Business registration fee -- Town of Richmond. -- (a) Every wholesale,

retail, commercial, or manufacturing business located in Richmond, whether a sole

proprietorship, partnership, corporation, or other business entity, shall register with the town clerk

of the town of Richmond. The information provided upon registration shall include the name of

the business, the name(s) of the owner, the type of business, the physical address, and the mailing

address.

     (b) The town council shall have the authority to establish, by ordinance, a fee for

registration not to exceed ten dollars ($10.00).

     (c) The town clerk shall issue a registration certificate to each registered business. The

certificate shall be kept on the premises of the business. No business shall be allowed to register

under a business name that is already registered.

     (d) Businesses operating in Richmond on the effective date of an ordinance adopted

pursuant to the authority of this statute shall be required to register within sixty (60) days of the

day the ordinance takes effect. A business that changes its address shall be required to obtain a

new registration certificate.

     (e) The town council shall have the authority to provide, by ordinance, for a fine for

failure to register a business. The fine shall not exceed twenty-five dollars ($25.00) for each

month, or fraction thereof, that the violation continues, provided, however, that the fine shall not

exceed three hundred dollars ($300.00). The fine shall enure to the town.

     SECTION 2. This act shall take effect upon passage.

     This act would authorize the town of Richmond to enact an ordinance providing for the

registration of businesses in the town. The act would also provide a fine of up to twenty-five

dollars ($25.00) per month for failing to register, not to exceed three hundred dollars ($300.00).

     This act would take effect upon passage.
