CREATING A SPECIAL HOUSE COMMISSION TO STUDY AND PROVIDE | |
RECOMMENDATIONS ON STREAMLINING THE PERMITTING PROCESS FOR | |
BUSINESSES IN THE STATE OF RHODE ISLAND | |

1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of nine (9) members: five (5) of whom shall be members of the House of |
3 | Representatives, not more than four (4) from the same political party, to be appointed by the |
4 | Speaker of the House; one of whom shall be a member of the Hospitality Industry in Rhode |
5 | Island, to be appointed by the Speaker of the House; one of whom shall be a member of the |
6 | Building Industry in Rhode Island, to be appointed by the Speaker of the House; one of whom |
7 | shall be a member of the Service Industry in Rhode Island, to be appointed by the Speaker of the |
8 | House; and one of whom shall be a member of the Retail Industry in Rhode Island, to be |
9 | appointed by the Speaker of the House. |
10 | In lieu of any appointment of a member of the legislature to a permanent advisory |
11 | commission, a legislative study commission, or any commission created by a General Assembly |
12 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |
13 | of a legislator, provided that the majority leader or the minority leader of the political party which |
14 | is entitled to the appointment consents to the member of the general public. |
15 | The purpose of said commission shall be to make a comprehensive study and analysis of |
16 | the current permitting process for businesses in Rhode Island and to make recommendations for |
17 | potential changes/modifications to regulations, rules or general law requirements in order to |
18 | streamline and simplify the process. |
19 | Forthwith upon passage of this resolution, the members of the commission shall meet at |

1 | the call of the Speaker of the House and organize and shall select a chairperson. |
2 | Vacancies in said commission shall be filled in like manner as the original appointment. |
3 | The membership of said commission shall receive no compensation for their services. |
4 | All departments and agencies of the state, shall furnish such advice and information, |
5 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
6 | desirable by the commission to facilitate the purposes of this resolution. |
7 | The Speaker of the House is hereby authorized and directed to provide suitable quarters |
8 | for said commission; and be it further |
9 | RESOLVED, That the commission shall report its findings and recommendations to the |
10 | House of Representatives no later than January 6, 2015, and said commission shall expire on |
11 | March 6, 2015. |
