EXPRESSING CONDOLENCES ON THE PASSING OF CHARLES YARBROUGH

DUNCAN, JR.

     WHEREAS, It is with great sadness that this House has learned of the passing Charles

2

Yarbrough Duncan, Jr. Better known as "Charlie" to his family and many friends, he was the

3

loving partner of nineteen years to Rita Rogers, and the devoted father of Nicholas Keith Duncan

4

and his wife, Sarah, Victoria Stoltz and her husband, Donald, Cynthia Alden and her husband,

5

Kenneth, and the late Robin Mary Duncan. He was also the proud grandfather of Leah, Georgia,

6

Hannah, Phillip, Morgan, and Calvin; and

7

     WHEREAS, Charlie Duncan was born in Louisville, Kentucky, the son of the late

8

Charles and Ann Louise Duncan, Sr. He is survived by his brother Edgar Duncan, and his sisters,

9

Ann Ponvert and Louise O'Day; and

10

     WHEREAS, For twenty-eight years, Mr. Duncan served in the United States Merchant

11

Marines. He began his career working on ore boats on the Great Lakes, and later became a tow

12

boat Captain and Pilot. He authored a book of cartoons and text on this passion, entitled "You Are

13

Looking at My River"; and

14

     WHEREAS, Upon retirement from the Merchant Marines, Mr. Duncan settled in

15

Newport. He operated Duncan Signs Inc. and decided to entered local politics around 1990, when

16

he was appointed to the Zoning Board and later served on the City Council; and

17

     WHEREAS, An active and contributing member of the community, Mr. Duncan was a

18

longtime communicant of St. Joseph's Church, and a member of the Newport County Radio Club,

19

the Ancient Order of Hibernians A.O.H. 1, the Knights of Columbus Newport Council, and the

4th Degree General Rosecrans Assembly. He had also been active with the Boy Scouts since

2

1943. He earned the rank of Eagle Scout in 1950, and served as Scout Master of Troop 79 and

3

Troop 33 of Newport; and

4

     WHEREAS, Charlie Duncan enriched the lives of all who knew him and he will be

5

dearly missed; now, therefore be it

6

     RESOLVED, That this House of Representatives of the State of Rhode Island and

7

Providence Plantations hereby expresses our deepest sympathies on the passing of Charles

8

Yarbrough Duncan, Jr.; and be it further

9

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

10

transmit a duly certified copy of this resolution to Rita Rogers.
