J O I N T R E S O L U T I O N | |
TO APPROVE AND PUBLISH AND TO SUBMIT TO THE ELECTORS A PROPOSITION | |
OF AMENDMENT TO THE CONSTITUTION -- RESTRICTION ON GAMBLING | |

1 | RESOLVED, That a majority of all members elected to each house of the general |
2 | assembly voting therefore, the following amendment to the Constitution of the state be proposed |
3 | to the qualified electors of the state in accordance with the provisions of Article XIV of the |
4 | Constitution for their approval and that it take the place of Article VI, Section 22, which is hereby |
5 | amended to read as follows: |
6 | Section 22. Restriction on gambling. |
7 | No act expanding the types or locations of gambling which are permitted within the state |
8 | or within any city or town therein or expanding municipalities in which a particular form of |
9 | gambling is authorized shall take effect until it has been approved by the majority of those |
10 | electors voting in a statewide referendum and by the majority of those electors voting in a said |
11 | referendum in the municipality in which the proposed gambling would be allowed and, having |
12 | been so approved in said referendum in any city or town on or after November 4, 2014, the |
13 | location where the gambling is permitted in any city or town shall not be changed within said city |
14 | or town without approval of the majority of those electors voting on said proposed change in a |
15 | referendum in said city or town. |
16 | The secretary of state shall certify the results of the statewide referendum and the local |
17 | board of canvassers of the city or town where the gambling is to be allowed shall certify the |
18 | results of the local referendum to the secretary of state. |

1 | RESOLVED, That the said proposition of amendment shall be submitted to the electors |
2 | for their approval or rejection at the next statewide general election. The voting places in the |
3 | several cities and towns shall be kept open during the hours required by law for voting therein for |
4 | general officers of the state; and be it further |
5 | RESOLVED, That the secretary of state shall cause the said proposition of amendment to |
6 | be published as a part of the resolution in the newspapers of the state prior to the date of the said |
7 | meetings of the said electors; and the said proposition shall be inserted in the warrants or notices |
8 | to be issued previous to said meetings of the electors for the purpose of warning the town, ward, |
9 | or district meetings, and said proposition shall be read by the town, ward, or district meetings to |
10 | be held as aforesaid; and be it further |
11 | RESOLVED, That the town, ward, and district meetings to be held as aforesaid shall be |
12 | warned, and the list of voters shall be canvassed and made up, and the said town, ward, and |
13 | district meetings shall be conducted in the same manner as now provided by law for the town, |
14 | ward, and district meetings for the elections of general officers of the state. |
