J O I N T   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY THE CHALLENGES

FACING COMMERCIAL DEVELOPMENT AND THE REDEVELOPMENT OF HISTORIC

BUILDINGS IN RHODE ISLAND

     

     Introduced By: Representatives Carnevale, Corvese, Slater, Almeida, and Lombardi

     RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of thirteen (13) members: three (3) of whom shall be members of the Senate, not more

3

than two (2) from the same political party, to be appointed by the President of the Senate; three

4

(3) of whom shall be members of the House of Representatives, not more than two (2) from the

5

same political party, to be appointed by the Speaker of the House; one of whom shall be the

6

Director of the Department of Administration, or designee; one of whom shall be the

7

Administrator of the Division of Taxation, or designee; one of whom shall be the President of the

8

Rhode Island Building and Construction Trades Council, or designee; one of whom shall be the

9

President of the Greater Providence Chamber of Commerce, or designee; one of whom shall be

10

the Deputy Director of the Rhode Island Historical Preservation and Heritage Commission, or

11

designee; one of whom shall be a member of the general public with an expertise in commercial

12

real estate development of historic buildings, to be appointed by the Speaker of the House; and

13

one of whom shall be a member of the general public with an expertise in commercial real estate

14

development of historic buildings, to be appointed by the President of the Senate.

     The purpose of said commission shall be to make a comprehensive study and issue

16

findings regarding the challenges facing commercial development and the redevelopment of

17

historic buildings in Rhode Island; the benefits of rehabilitating these buildings; and the best ways

18

to spur the buildings' reuse when it is in the best interest of the state.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

the call of the President of the Senate and Speaker of the House who shall select co-chairpersons.

     Vacancies in said commission shall be filled in like manner as the original appointment.

The membership of said commission shall receive no compensation for their services. All

4

departments and agencies of the state shall furnish such advice and information, documentary and

5

otherwise, to said commission and its agents as is deemed necessary or desirable by the

6

commission to facilitate the purposes of this resolution.

     The Joint Committee on Legislative Services is hereby authorized and directed to provide

8

suitable quarters for said commission; and be it further

     RESOLVED, That the commission shall report its findings and recommendations to the

10

General Assembly no later than February 15, 2015, and said commission shall expire on April 30,

11

2015.

     This resolution would create a thirteen (13) member special legislative commission

2

whose purpose it would be to make a comprehensive study regarding the challenges facing

3

commercial development and the redevelopment of historic buildings in the state, and who would

4

report back to the General Assembly on or before February 15, 2015, and said commission would

5

expire on April 30, 2015.
