It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 31-3-3.1 of the General Laws in Chapter 31-3 entitled "Registration |
2 | of Vehicles" is hereby amended to read as follows: |
3 | 31-3-3.1. Notice to division of motor vehicles of vehicle lease agreement. -- (a) Every |
4 | owner of a vehicle subject to registration or renewal of registration under this chapter shall notify |
5 | the division of motor vehicles, at the time of registration of the vehicle and then not more |
6 | frequently than once every twenty-four (24) months, on the proper registration form, of any |
7 | agreement to lease the registered vehicle for a the initial period of six (6) months duration, or |
8 | longer, except for those commercial motor vehicles covered under the federal motor carrier safety |
9 | regulations, 49 CFR Part 390 as may be amended from time to time. |
10 | (b) The division of motor vehicles shall cause the name and address of the lessee as well |
11 | as the owner of the vehicle to be entered on the division of motor vehicles records as provided in |
12 | this chapter. |
13 | (c) The name and address of both the owner and lessee shall be made available by the |
14 | division of motor vehicles upon a registration inquiry from any law enforcement officer, |
15 | department, or agency. |
16 | SECTION 2. Section 31-3-33 of the General Laws in Chapter 31-3 entitled "Registration |
17 | of Vehicles" is hereby amended to read as follows: |
18 | 31-3-33. Renewal of registration. -- (a) Application for renewal of a vehicle registration |
19 | shall be made by the owner on a proper application form and by payment of the registration fee |

1 | for the vehicle as provided by law. |
2 | (b) The division of motor vehicles may receive applications for renewal of registration, |
3 | and may grant the renewal and issue new registration cards and plates at any time prior to |
4 | expiration of registration. |
5 | (c) Upon renewal, owners will be issued a renewal sticker for each registration plate |
6 | which shall be placed at the bottom right hand corner of the plate. Owners shall be issued a new |
7 | fully reflective plate beginning September 1, 2015 at the time of initial registration or at the |
8 | renewal of an existing registration and reissuance will be conducted no less than every ten (10) |
9 | years. |
10 | (d) Notwithstanding any provisions of the general or public laws to the contrary any |
11 | registration plate issue by the division of motor vehicles for any leased or rented motor vehicle |
12 | shall be for a term of no less than two (2) years. |
13 | SECTION 3. This act shall take effect upon passage. |
