	RELATING TO STATE AFFAIRS AND GOVERNMENT - PRIVATIZATION OF STATE
	SERVICES

	It is enacted by the General Assembly as follows:
1	SECTION 1. Chapter 42-148 of the General Laws entitled "Privatization of State
2	Services" is hereby amended by adding thereto the following section:
3	42-148-10. Long-term private contractor employee(s). -- Notwithstanding any general
4	or public laws to the contrary, any private contractor or employee who has worked more than
5	thirty-six (36) months whether or not consecutive, at a state department, performing services
6	similar to or in substitution of work normally performed by state employees within that
7	department, shall be automatically converted to a fully funded full-time equivalent position
8	within that department as long as the salary and benefits to be paid to the converted employee are
9	less than the three (3) year average cost that the state paid the private contractor for his or her
10	services.
11	SECTION 2. This act shall take effect upon passage.

1	This act would enable a three (3) year private contractor or employee, performing state
2	employee work, to be automatically converted to a funded full-time equivalent position as long as
3	it would be in the state’s financial interest.
4	This act would take effect upon passage.
