RELATING TO TOWNS AND CITIES -- GENERAL POWERS--REGISTRATION OF

BUSINESSES IN RICHMOND

It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 45-2 of the General Laws entitled "General Powers" is hereby

amended by adding thereto the following section:

     45-2-31.4. Business registration fee -- Town of Richmond. -- (a) Every wholesale,

4

retail, commercial, or manufacturing business located in Richmond, whether a sole

5

proprietorship, partnership, corporation, or other business entity, shall register with the town clerk

6

of the town of Richmond. The information provided upon registration shall include the name of

7

the business, the name(s) of the owner, the type of business, the physical address, and the mailing

8

address.

     (b) The town council shall have the authority to establish by ordinance a fee for

10

registration, not to exceed ten dollars ($10.00).

     (c) The town clerk shall issue a registration certificate to each registered business. The

12

certificate shall be kept on the premises of the business. No business shall be allowed to register

13

under a business name that is already registered.

     (d) Businesses operating in Richmond on the effective date of an ordinance adopted

15

pursuant to the authority of this statute shall be required to register within sixty (60) days of the

16

day the ordinance takes effect. A business that changes its address shall be required to obtain a

17

new registration certificate.

     (e) The town council shall have the authority to provide by ordinance for a fine for failure

to register a business. The fine shall not exceed twenty-five dollars ($25.00). Each day of

2

violation shall constitute a separate offense. The fine shall enure to the town.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

BUSINESSES IN RICHMOND

     This act would authorize the town of Richmond to enact an ordinance providing for the

2

registration of businesses in the town. The act would also provide a fine of up to twenty-five

3

dollars ($25.00) a day for failing to register.

4

     This act would take effect upon passage.
