RELATING TO BUSINESSES AND PROFESSIONS - DENTISTS AND DENTAL

HYGIENISTS

It is enacted by the General Assembly as follows:

     SECTION 1. Section 5-31.1-23 of the General Laws in Chapter 5-31.1 entitled "Dentists

2

and Dental Hygienists" is hereby amended to read as follows:

     5-31.1-23. Limited registration -- Academic faculty -- Fees. -- (a) Notwithstanding any

4

other provisions of this chapter, a dentist of noteworthy and recognized professional attainment,

5

who is a clearly outstanding dentist and who has been offered an academic appointment by the

6

dean of a medical school, dental school, or school of dental hygiene or by the director of a post-

7

doctoral dental education program accredited by the American Dental Association’s Commission

8

on Dental Accreditation (CODA) in this state a full-time academic appointment, is eligible for a

9

limited registration while serving on the academic staff of the medical school, dental school, or

10

school of dental hygiene., or program director of a CODA-accredited post-doctoral dental

11

education program. Upon recommendation of the dean of an accredited school of medicine,

12

dentistry, or school of dental hygiene, or program director of a CODA-accredited post-doctoral

13

dental education program in this state, the board in its discretion, after being satisfied that the

14

applicant is a graduate of a foreign dental school and a person of professional rank whose

15

knowledge and special training will benefit that medical school, dental school, or school of dental

16

hygiene, or CODA-accredited post-doctoral dental education program may issue to that dentist a

17

limited registration to engage in the practice of dentistry to the extent that the practice is

18

incidental to a necessary part of his or her academic appointment and then only in the hospital or

hospitals and out-patient clinics connected with the medical school, dental school, or school of

2

dental hygiene, or CODA-accredited post-doctoral dental education program.

      (b) Except to the extent authorized by this section, the registrant shall not engage in the

4

practice of dentistry or receive compensation for it, unless he or she is issued a license to practice

5

dentistry in accordance with the provisions of this chapter. The registration is valid for a period of

6

not more than one year expiring on the 30th day of June following its initial effective date but

7

may be renewed annually. The registration shall automatically expire when the holder's

8

relationship with the medical school, dental school, or school of dental hygiene, or CODA-

9

accredited post-doctoral dental education program is terminated.

      (c) The application fee for the registration authorized and for initial annual renewal

11

under this section is as set forth in § 23-1-54. Subsequently, fees are as promulgated by the

12

director.

     SECTION 2. This act shall take effect upon passage.

     This act would enable a dentist to be issued a limited registration to engage in the practice

of dentistry if the dentist holds a position that is a CODA-accredited post-doctoral dental

3

education program.

     This act would take effect upon passage.
