It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 37-2 of the General Laws entitled "State Purchases" is hereby |
2 | amended by adding thereto the following section: |
3 | 37-2-81. Selection of vendors and services based on economic security and pay |
4 | equality. – The director of the department of administration is authorized and directed to |
5 | promulgate rules and regulations giving preference in contract and/or subcontract awards to |
6 | business enterprises whose highest paid executive receives compensation and/or salary equal to |
7 | thirty-two (32) times or less than the compensation and/or salary paid to its lowest paid full-time |
8 | employee. To the extent that any of the provisions contained in this section conflict with the |
9 | requirements for federal contracts; federal law and/or federal regulations shall control. |
10 | SECTION 2. This act shall take effect on January 1, 2015. |

1 | This act would establish a preference in the awarding of contracts for any person or |
2 | business doing business with the state whose highest paid executive receives compensation and/or |
3 | a salary equal to or less than thirty-two (32) times the compensation and/or salary paid to its |
4 | lowest paid full-time employee, unless contrary to federal law. |
5 | This act would take effect on January 1, 2015. |
