CONGRATULATING BARBARA AND JIMMY WINTERS ON BEING SELECTED AS 2014 | |
NEWPORT DAILY NEWS COMMUNITY SERVICE AWARD WINNERS | |

1 | WHEREAS, The Newport Daily News established a "Community Service Award" in |
2 | 1996 on the paper's 150th Anniversary celebration in order to recognize and encourage |
3 | volunteerism within the community; and |
4 | WHEREAS, Chosen from a field of nominees submitted by the community, Jimmy |
5 | Winters, a member of the Newport Police Department working in its Community Oriented Police |
6 | Division, and his lovely wife, Barbara, a former member of the Board of Tenant Affairs and of |
7 | the Newport School Committee, and a certified nurse, were selected as two of the 2014 recipients |
8 | of this prestigious award for their efforts as founders of the Housing Hotline and for their |
9 | commitment to the community and those in need; and |
10 | WHEREAS, Longtime residents of the City-by-the-Sea, the Winterses have consistently |
11 | and selflessly given their time, talents, and energies to myriad of causes and organizations |
12 | benefitting the citizenry of the City of Newport and Aquidneck Island; and |
13 | WHEREAS, The couple's work with the Housing Hotline has provided shelter to |
14 | countless individuals who would otherwise have nowhere to turn and deals with issues such as |
15 | evictions, housing disputes, and utility problems, to name but a few. In addition, Mr. Winters' |
16 | amazing voice has benefitted various causes through the sale of CDs he has recorded, and his |
17 | work volunteering on the Community Housing of Resource Board was instrumental in monitoring |
18 | the Fair Housing Act in the community as well as the local Board of Realtors; and |
19 | WHEREAS, The Winterses meeting was a presage to the life they would lead together. |

1 | The two of them were VISTA volunteers in the 70s when Jimmy's mother introduced them to |
2 | each other. Since their marriage in 1978, they have continued to help the community throughout |
3 | their more than three and a half decades of marriage. In addition to the couple's work with the |
4 | hotline and membership in various civic and community organizations, the Winterses have raised |
5 | five children and are now the proud grandparents of ten grandchildren; and |
6 | WHEREAS, Jimmy and Barbara are always happy to lend a hand. As a couple or |
7 | sometimes on separate crusades, they not only support each other, but also, a panoply of altruistic |
8 | endeavors and organizations. Their devotion and commitment to the community is well known, |
9 | and their generosity of spirit is inspiring. They have earned the unqualified admiration and |
10 | respect of so many people in the community and they are true role models for us all; now, |
11 | therefore be it |
12 | RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
13 | hereby congratulates and honors Jimmy and Barbara Winters on being selected as two of the |
14 | 2014 Newport Daily News Community Service Award winners. We wish them good health, |
15 | much happiness, and continued success in all their endeavors; and be it further |
16 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
17 | transmit a duly certified copy of this resolution to Jimmy and Barbara Winters. |
