     STATE OF RHODE ISLAND

IN GENERAL ASSEMBLY

JANUARY SESSION, A.D. 2014

____________

S E N A T E   R E S O L U T I O N

CONGRATULATING SCOTT N. MARSHALL, DVM, ON BEING NAMED

VETERINARIAN OF THE YEAR

Introduced By: Senators Sosnowski, Bates, Pichardo, Sheehan, and Hodgson

     Date Introduced: April 16, 2014

Referred To: Recommended for Immediate Consideration

1

WHEREAS, Gandhi once said, "The greatness of a nation and its moral progress can be

2

judged by the way its animals are treated"; and

3

WHEREAS, Annually, the Veterinary Medical Association venerates one of its own with

4

the title of "Veterinarian of the Year."  This year's distinguished and deserving honoree is Dr.

5

Scott N. Marshall, Rhode Island's State Veterinarian; and

6

WHEREAS, Growing up on his family's farm in North Smithfield no doubt influenced

7

Scott Marshall's choice of profession.  He attended the University of Rhode Island, earning his

8

Bachelor's degree in animal science, and completed his doctorate in veterinary science at Tufts;

9

and

10

WHEREAS, Dr. Marshall has worked in the veterinary field for more than twenty years,

11

applying his knowledge and services mostly in Rhode Island.  In January of 2007, he was

12

appointed as the full-time public health veterinarian for the state; and

13

WHEREAS, Veterinary services in this state encompass a significant variety of livestock

14

as well as family pets.  Over the course of the past ten to twelve years, the number of farms in

15

Rhode Island has increased by 42 percent.  Resultantly, federal regulatory issues as well as the

16

rise in popularity of farmers markets and direct sales to the public, and a large number of pets

17

being imported into the state has made the position of State Veterinarian a constant challenge;

18

and

19

WHEREAS, Dr. Marshall has overseen these and many more issues and has helped our

1

state's agricultural industry and veterinary services to flourish. He is eminently worthy of this

2

award, our gratitude, and our recognition; now, therefore be it

3

RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

4

hereby honors and congratulates Dr. Scott Marshall on being named "Veterinarian of the

5

Year."  We moreover wish him continued success, good health and much happiness; and be it

6

further

7

RESOLVED, That the Secretary of State be and hereby is authorized and directed to

8

transmit a duly certified copy of this resolution to Scott N. Marshall, DVM.
