RELATING TO THE CHARIHO REGIONAL SCHOOL DISTRICT

It is enacted by the General Assembly as follows:

     SECTION 1. Section 13 of Chapter 286 of the 1986 Public Laws entitled "AN ACT IN

2

AMENDMENT OF AND IN ADDITION TO CHAPTER 55 OF THE PUBLIC LAWS, 1958,

3

ENTITLED 'AN ACT AUTHORIZING THE TOWNS OF CHARLESTOWN AND

4

RICHMOND TOGETHER, OR TOGETHER WITH THE TOWN OF HOPKINTON, TO JOIN

5

A REGIONAL HIGH SCHOOL DISTRICT INCORPORATING SAID REGIONAL HIGH

6

SCHOOL DISTRICT AND PROVIDING FOR THE ISSUANCE OF BONDS,

7

CONSTRUCTION AND OPERATION OF A REGIONAL HIGH SCHOOL FOR THE JOINT

8

USE OF THE PARTICIPATING TOWNS, WITHIN SAID REGIONAL HIGH SCHOOL

9

DISTRICT ESTABLISHED BY THIS ACT,' AS AMENDED" is hereby further amended to read

10

as follows:

     Sec. 13(1) A student who enters an elementary school in kindergarten will be assured to

12

matriculation at the school through grade 4 unless the family relocates outside the elementary

13

school attendance district. Siblings, also will be assured of matriculation in the same elementary

14

school as long as another sibling is in attendance. Students shall attend the elementary school in

15

the town in which they reside and shall have priority to matriculate in such school even if a

16

student from another town has been previously allowed to attend that same elementary school.

The Chariho school committee is authorized in its discretion to place a child in an elementary

18

school outside of the town in which the child resides, with the consent of the child's parent or

19

guardian, depending upon available space, and provided that such placement does not increase

costs to the regional school district.

     (2) Transportation of pupils shall be considered an operational cost of the regional school

3

district and shall be governed by the regional school district committee, which shall also govern

4

and determine the curriculum of the school subject to the provisions of section 11 hereof.

     SECTION 2. The question of the approval of this act shall submitted to the electors of the

6

towns of Charlestown, Hopkinton and Richmond qualified to vote on any proposition to impose a

7

tax or for the expenditure of money at the general election in 2014. The question shall be

8

submitted in substantially the following form:

     "Shall the act passed by the general assembly at its January 2014 session entitled 'AN

10

ACT RELATING TO THE CHARIHO REGIONAL SCHOOL DISTRICT' be approved?"

11

     The warning for said election shall contain the question to be submitted. From the date

12

the election is warned until it is held, it shall be the duty of the town clerks of the respective

13

towns of Charlestown, Hopkinton and Richmond to keep a copy of the act available at their

14

offices for pubic inspection, but any failure of any clerk to perform this duty shall not affect the

15

validity of the election.

     SECTION 3. This Section and Section 2 of this act shall take effect upon passage of this

17

act; and the remainder of this act shall take effect upon the approval of this act by a majority in

18

each town of those voting on the question at the election prescribed by Section 2 hereof.

BY THE LEGISLATIVE COUNCIL

RELATING TO THE CHARIHO REGIONAL SCHOOL DISTRICT

     This act would amend the Chariho Regional School District Act to allow the Chariho

2

school committee to place a child in an elementary school outside of the town in which the child

3

resides, with the consent of the child's parent or guardian.

4

     Sections 2 and 3 of this act would take effect upon passage of the act. The remainder of

5

the act would take effect upon the approval of the act by a majority in each town of those voting

6

on the question of approval of the act.
