S E N A T E   R E S O L U T I O N

RESPECTFULLY REQUESTING THE DIRECTOR OF THE DEPARTMENT OF LABOR

AND TRAINING TO CONSIDER INDUSTRIES PARTICIPATING IN NON-TRADE

APPRENTICESHIP PROGRAMS WHEN MAKING APPOINTMENTS TO THE

APPRENTICESHIP COUNCIL

     WHEREAS; Pursuant to § 42-102-11, the Governor's Workforce Board has been charged

2

with developing and introducing new and innovative apprenticeship models in non-trade

3

industries; and

4

     WHEREAS; Employers in such non-trade industries are not always familiar with

5

apprenticeships as an effective training model; and

6

     WHEREAS; The current composition of the state apprenticeship council does not reflect

7

these new non-trade industries; and

8

     WHEREAS; The current structure and terminology of apprenticeships in Rhode Island

9

are not always accessible and user-friendly to non-trade employers; and

10

     WHEREAS; Terms such as "journeyman" and "master" may be familiar within the

11

trades, but may be unfamiliar and confusing to employers in non-trade industries; and

12

     WHEREAS; States such as South Carolina have relied on more universal terms such as

13

"mentor" when crafting new apprenticeship programs in non-trade industries; and

14

     WHEREAS; The "Rhode to Work" legislative action plan prepared by the Senate Policy

15

Office found that requiring the Director of Labor and Training to consider industries participating

16

in non-trade apprenticeship programs when making appointments to the apprenticeship council

17

can help the council better understand and meet the needs of these new industries; now, therefore

18

be it

     RESOLVED That this Senate of the State of Rhode Island and Providence Plantations

2

hereby respectfully requests that the Director of the Department of Labor and Training, in making

3

his or her appointments to the State Apprenticeship Council, gives due consideration to including

4

representatives from different industries, including those industries participating in non-trade

5

apprenticeship programs established pursuant to § 42-102-11; and be it further  

6

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

7

transmit duly certified copies of the resolution to the Director of the Department of Labor and

8

Training and to the Chairperson of the State Apprenticeship Council.
