H O U S E   R E S O L U T I O N

EXPRESSING DEEPEST CONDOLENCES TO THE GULLUSCIO FAMILY ON THE

PASSING OF RETIRED WESTERLY POLICE CHIEF JAMES R. GULLUSCIO

     WHEREAS, James R. Gulluscio served as the Westerly Police Chief from 1973 to 1981,

retiring after twenty-five years on the police force. He was well-respected for his tireless work

ethic, his no-nonsense style of leadership, his abiding love for the Town of Westerly, and his deep

concern for the police officers under his command. He will be sorely missed by his family,

friends, colleagues and the entire Westerly community; and

     WHEREAS, Chief Gulluscio was a father figure to many of the Westerly Police Officers.

Patrol Officer Lou Masucci, Jr., credits Chief Gulluscio with providing him with the discipline

and steady leadership he needed as a rookie police officer. Current Westerly Police Chief Edward

St. Clair said that he "had the utmost respect for him as did everyone in the law enforcement

community"; and

     WHEREAS, Some years after retiring, Chief Gulluscio received a call from Westerly

High School Principal Jim Murano, a close friend who had played football at Westerly High

School when Chief Gulluscio was an Assistant Coach, asking him if he would help him out by

serving as a Hall Monitor at the High School. Principal Murano was deeply concerned about the

growing problems with students smoking in the bathrooms and loitering in the hallways. In the

words of Principal Murano, Chief Gulluscio "jumped at the opportunity" and "within a week we

saw immediate results" because "of his ability to relate so well to the kids, he was able to be both

an authority figure and a friend at the same time"; and

     WHEREAS, Chief James R. Gulluscio was a United States Army Veteran. He leaves

behind his wife, Barbara, his son, James R. Gulluscio, Jr., and two daughters, Doreen Champlin

McNeill and her husband, Stephen, and Diann Izzi; now, therefore be it

     RESOLVED, That this House of Representatives of the State of Rhode Island and

Providence Plantations hereby expresses its deepest condolences to the Gulluscio Family on the

passing of Chief James R. Gulluscio; and be it further

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to send

a duly certified copy of this resolution to Barbara Gulluscio.
