DISTINGUISHED, MERITORIOUS AND EXEMPLARY SERVICE TO OUR NATION | |

1 | WHEREAS, Master Chief Yeoman Robert E. Marcotte was born on October 19, 1962, in |
2 | Woonsocket, Rhode Island, son of Janine Marcotte and the late Antonio Marcotte. He graduated |
3 | from Woonsocket High School in 1981, and enlisted in the United States Navy under the Delayed |
4 | Entry Program on May 24, 1984. He reported to the Recruit Training Center in Orlando, Florida |
5 | on March 18, 1985; and |
6 | WHEREAS, After completing Recruit Training, Seaman Marcotte reported to the Naval |
7 | Technical Training Center at Corry Station in Pensacola, Florida, to attend Cryptologic |
8 | Technician Administrative "A" School. In January of 1986, CTASN Marcotte reported to the |
9 | Naval Communication Station at Diego Garcia, British Indian Ocean Territory, for duty as a |
10 | Mailroom/Armed Forces Courier Service Clerk. During this tour, he was promoted to CTA3; and |
11 | WHEREAS, CTA3 Marcotte's next duty assignment was at the Naval Communication |
12 | Area Master Station, Eastern Pacific at Wahiawa, Hawaii, as an Administrative Assistant to the |
13 | Maintenance Department. In the midst of this tour, he met his wife Karen, and they were married |
14 | at Waimea Falls Park in March of 1988. After completing a short tour in Hawaii, he reported in |
15 | July of 1988, for duty at the Naval Technical Training Center at Corry Station, Pensacola, |
16 | Florida, to serve as a Legal Yeoman/Assistant Special Security Officer. He was promoted to the |
17 | rank of CTA2 early in this tour; and |
18 | WHEREAS, In August of 1991, CTA2 Marcotte reported for duty aboard the USS |
19 | California, homeported in Bremerton, Washington, to serve as the Assistant SSO and Assistant |

1 | Security Manager. During this tour, he was promoted to the rank of CTA1 under the Command |
2 | Advancement Program. In November of 1992, he was sent back to Hawaii with orders to report to |
3 | the USS Ingersoll as the Assistant SSO and Assistant Security Manager. During this tour, he also |
4 | qualified as an Enlisted Surface Warfare Specialist; and |
5 | WHEREAS, In November of 1995, CTA1 Marcotte was ordered to report to the Fleet |
6 | Information Warfare Center in Norfolk, Virginia, to serve as the Assistant SSO. During this tour, |
7 | he was selected as Sailor of the Year and was advanced to Chief Petty Officer. In December of |
8 | 1998, he reported to the Naval Air Station in Pensacola, Florida, for a five week Recruiter |
9 | Orientation Course with follow on orders to the Naval Recruiting District in Richmond, Virginia. |
10 | After serving as a Production Recruiter for his first nine months, he became a Recruiter in Charge |
11 | at the Navy Recruiting Station at Lynnhaven, in Virginia Beach, Virginia. During this |
12 | assignment, he received sixteen Gold Wreath Awards for Recruiting Excellence; and |
13 | WHEREAS, In January of 2002, CTAC Marcotte reported aboard the Naval Security |
14 | Group Detachment Diego Garcia to serve as the Administrative Officer and Command Career |
15 | Counselor. During this tour, he was promoted to the rank of Senior Chief Petty Officer. In |
16 | January of 2003, he reported to the Naval Network Warfare Command to serve as the Assistant |
17 | SSO, and during this tour, he was promoted to the rank of Master Chief Petty Officer; and |
18 | WHEREAS, In April of 2006, CTACM (SW) Marcotte reported to the National Security |
19 | Agency to serve as the Superintendent and Senior Enlisted Leader for the Office of Military |
20 | Personnel. In February of 2009, newly promoted Master Chief Yeoman Marcotte reported to Fort |
21 | Jackson in South Carolina, for three weeks of Combat Skills Training prior to filling a GSA |
22 | position to serve as the Senior Enlisted Leader for the Secretary of the Combined Joint Staff, |
23 | Multi National Forces Iraq, in Baghdad, Iraq. Master Chief Marcotte reported to Commander, |
24 | Patrol and Reconnaissance Wing Eleven in March of 2013, to serve his Twilight Tour as the |
25 | Administrative Department LCPO, completing his thirty years of service; and |
26 | WHEREAS, Master Chief Yeoman Marcotte has received numerous awards during his |
27 | distinguished military career including the Defense Meritorious Service Medal, the Joint Service |
28 | Commendation Medal, the Navy Commendation Medal (4 awards), the Joint Service |
29 | Achievement Medal, the Navy and Marine Corps Achievement Medal (7 awards), the Navy Good |
30 | Conduct Medal (9 awards), and numerous campaign and service awards; now, therefore be it |
31 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
32 | Providence Plantations hereby congratulates Master Chief Yeoman Robert E. Marcotte on his |
33 | retirement from the United States Navy after thirty years of dedicated and devoted service to our |
34 | nation. We wish him continued success in all future endeavors; and be it further |
