H O U S E   R E S O L U T I O N

CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY THE USE OF STATE

OWNED LAND AS AN INCUBATOR FOR GREEN ENERGY TECHNOLOGY

     WHEREAS, The state currently owns real estate which is not being utilized and which

2

would be well situated for the use, development, and testing of new green technologies; and

3

     WHEREAS, The generation of green energy has significant future promise; and

4

     WHEREAS, It is in the interest of the state to incubate businesses which will thrive in the

5

green energy market as the world gradually moves towards green energy; and

6

      WHEREAS, It is in the interest of the state to use its unique resources in a more efficient

7

way to better compete for businesses involved in cutting-edge technologies; now, therefore be it

8

     RESOLVED, That a special legislative commission be and the same is hereby created

9

consisting of seven (7) members: seven (7) of whom shall be members of the Rhode Island House

10

of Representatives, not more than four (4) from the same political party, to be appointed by the

11

Speaker of the House.

     In lieu of any appointment of a member of the legislature to a permanent advisory

13

commission, a legislative study commission, or any commission created by a General Assembly

14

resolution, the appointing authority may appoint a member of the general public to serve in lieu

15

of a legislator, provided that the Majority Leader or the Minority Leader of the political party

16

which is entitled to the appointment, consents to the member of the general public.

     The purpose of said commission shall be to make a comprehensive study and provide

18

recommendations on the use of state owned land to assist in the incubation of private businesses

19

involved in the development of new technology supporting the generation of "green energy."

     Forthwith upon passage of this resolution, the members of the commission shall meet at

2

the call of the Speaker of the House and organize and shall select a chairperson.

     Vacancies in said commission shall be filled in like manner as the original appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

6

documentary and otherwise, to said commission and its agents as is deemed necessary or

7

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

9

for said commission; and be it further

     RESOLVED, That the commission shall report its findings and recommendations to the

11

House of Representatives no later than April 5, 2016, and said commission shall expire on June 5,

12

2016.
