It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 42-11 of the General Laws entitled "Department of |
2 | Administration" is hereby amended by adding thereto the following section: |
3 | 42-11-22. State construction projects metrics. – (a) The state division of planning shall, |
4 | for all state construction projects which exceed two million five hundred thousand dollars |
5 | ($2,500,000) in cost, prepare an environmental and energy checklist. |
6 | (b) The required construction checklist shall contain, consider and address the following |
7 | issues: |
8 | (1) Coastal flooding during storm surges in one hundred (100) and five hundred (500) |
9 | year flood events on the site for the project; |
10 | (2) Other flooding during one hundred (100) and five hundred (500) year flood events on |
11 | the site for the project; |
12 | (3) Resilience of facilities at the site to coastal and other flooding during one hundred |
13 | (100) and five hundred (500) year flood events for the project; |
14 | (4) Impact of the project on flooding and stormwater management for neighboring |
15 | properties, particularly vulnerable state facilities; |
16 | (5) Alternative stormwater management strategies; |
17 | (6) Energy use of the facility and how it compares to similar new state facilities; |
18 | (7) Energy efficiency of the facility and any intentions to pursue leadership energy and |

1 | environmental design (LEED) or other similar standards for the project; |
2 | (8) Any present value costs/savings/comparisons/evaluations used for heating, |
3 | ventilation, and air conditioning (HVAC) systems and other significant energy using devices |
4 | being used in other state facilities; |
5 | (9) Intentions to use renewable or any alternative energy on the project; |
6 | (10) Access to public transit, pedestrians and bicycles; and |
7 | (11) Any other environmental and energy issues that the planning division deems |
8 | necessary, critical, and relevant to the long-term success of the project. |
9 | (c) The planning division official who prepared and authorized the mandatory checklist |
10 | must sign it and certify that it will be permanently maintained and placed with all other publicly |
11 | accessible construction project materials. |
12 | SECTION 2. This act shall take effect upon passage. |
