EXPRESSING CONDOLENCES ON THE PASSING OF FRANCIS HENRY SMITH | |

1 | WHEREAS, It is with great sadness that this House has learned of the passing of Francis |
2 | H. Smith, the loving husband of Mary Ellen Smith for thirty years, the devoted father of Emily |
3 | Florence Smith, Patrick Henry Smith and his wife, Jillian, John Henry Smith, Matthew Henry |
4 | Smith, and Benjamin Henry Smith, and a highly respected member of the community; and |
5 | WHEREAS, Francis Smith was born in the City of Providence and raised in the Town of |
6 | Smithfield. He was the son of the late Robert and Thelma Smith, and the brother of Madonna |
7 | Smith, Roberta Bloomer and her husband, William, and the late Marjorie Garrahan. He is also |
8 | survived by several beloved nieces and nephews; and |
9 | WHEREAS, A graduate of La Salle Academy, Mr. Smith received his Bachelor of Arts |
10 | degree from Rhode Island College, and his Master's Degree in Public Administration from |
11 | Suffolk University; and |
12 | WHEREAS, Although devoted to his family, Mr. Smith was also a conscientious and |
13 | hardworking man, dedicated to his job. For eleven years, he had served as the Executive Director |
14 | of the Smith Hill Community Development Corporation and had dedicated much of his adult life |
15 | in leadership positions with numerous nonprofit organizations; and |
16 | WHEREAS, Also devoted to his faith, Mr. Smith was an active member of St. Pius V |
17 | Church, and had been a parishioner at St. Philip Church during his youth; and |
18 | WHEREAS, Francis Smith was a much loved gentleman and a consummate |
19 | humanitarian, who consistently put the needs of others above his own. He enriched the lives of all |
20 | who knew him and he will be dearly missed; now, therefore be it |

1 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
2 | Providence Plantations hereby expresses our deepest sympathies on the passing of Francis Henry |
3 | Smith; and be it further |
4 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
5 | transmit a duly certified copy of this resolution to Mrs. Mary Ellen Smith and Family. |
