H O U S E   R E S O L U T I O N

CREATING A SPECIAL HOUSE COMMISSION TO STUDY THE ISSUE OF SEXUAL

ASSAULT ON COLLEGE CAMPUSES IN THE STATE OF RHODE ISLAND

     RESOLVED, That a special legislative commission be and the same is hereby created

2

consisting of thirteen (13) members: three (3) of whom shall be members of the House of

3

Representatives, not more than two (2) from the same political party, to be appointed by the

4

Speaker of the House; one of whom shall be the Superintendent of the Rhode Island State Police,

5

or designee; one of whom shall be the Rhode Island Attorney General, or designee; one of whom

6

shall be a municipal police officer, to be appointed by the Speaker of the House; one of whom

7

shall be a representative of public higher education, to be appointed by the Speaker of the House;

8

one of whom shall be a representative of private higher education, to be appointed by the Speaker

9

of the House; one of whom shall be a sexual assault treatment provider, to be appointed by the

10

Speaker of the House; one of whom shall be a representative of a sexual assault advocacy group,

11

to be appointed by the Speaker of the House; one of whom shall be a survivor of sexual assault, to

12

be appointed by the Speaker of the House; one of whom shall be a current campus police law

13

enforcement officer at a post-secondary education institution, to be appointed by the Speaker of

14

the House; and one of whom shall be an individual with experience as a Title IX investigator,

15

program officer, or hearing officer pursuant to Title IX of the United States Education

16

Amendments of 1972 (20 U.S.C. ยงยง 1681-1688), to be appointed by the Speaker of the House.

     In lieu of any appointment of a member of the legislature to a permanent advisory

18

commission, a legislative study commission, or any commission created by a General Assembly

19

resolution, the appointing authority may appoint a member of the general public to serve in lieu

of a legislator, provided that the majority leader or the minority leader of the political party which

2

is entitled to the appointment consents to the member of the general public.

     The purpose of said commission shall be to make a comprehensive study of options,

4

actions, and provide recommendations to eliminate the occurrence of sexual assaults on college

5

campuses in our state.

6

     Forthwith upon passage of this resolution, the members of the commission shall meet at

7

the call of the Speaker of the House and organize and shall select a chairperson from among the

8

legislators.

     Vacancies in said commission shall be filled in like manner as the original appointment.

10

     The membership of said commission shall receive no compensation for their services.

11

     All departments and agencies of the state, shall furnish such advice and information,

12

documentary and otherwise, to said commission and its agents as is deemed necessary or

13

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

15

for said commission; and be it further

16

     RESOLVED, That the commission shall report its findings and recommendations to the

17

House of Representatives no later than May 31, 2016, and said commission shall expire on June

18

30, 2016.

ASSAULT ON COLLEGE CAMPUSES IN THE STATE OF RHODE ISLAND

     This resolution would create a thirteen (13) member special legislative study commission

2

whose purpose it would be to make a comprehensive study of options to eliminate the occurrence

3

of sexual assaults on college campuses in our state, and who would report back to the House of

4

Representatives no later than May 31, 2016, and whose life would expire on June 30, 2016.
