RELATING TO MOTOR AND OTHER VEHICLES - REGISTRATION OF VEHICLES | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 31-3-3 of the General Laws in Chapter 31-3 entitled "Registration |
2 | of Vehicles" is hereby amended to read as follows: |
3 | 31-3-3. Application for registration. -- Every owner of a vehicle subject to registration |
4 | under this chapter shall apply to the division of motor vehicles for the registration of it using the |
5 | appropriate form or forms furnished by the division of motor vehicles. Every application shall |
6 | bear the signature of the owner written with pen and ink and the signature shall be acknowledged |
7 | by the owner before a person authorized to administer oaths and the application shall contain: |
8 | (a) The name, city or town of bona fide residence, actual residence address and mail |
9 | address of the owner as appearing on the owner's motor vehicle operator's license or state |
10 | identification card issued pursuant to the provisions of chapter 8 of title 3, or business address of |
11 | the owner if a firm, association, or if a corporation, the name of the city or town in which the |
12 | vehicle is physically and primarily housed. For purposes of this section "physically and primarily |
13 | housed" is defined as that city or town in which the vehicle is housed for a period or periods of |
14 | time greater than in any other city or town in the state of Rhode Island. The division of motor |
15 | vehicles may substitute other indicators of residence when necessary. |
16 | (b) A description of the vehicle, including, insofar as this specified data may exist with |
17 | respect to a given vehicle, the make, model, type of body, the number of cylinders, the serial |
18 | number of the vehicle, and the engine or other number of the vehicle. In the event a vehicle is |
19 | designed, constructed, converted, or rebuilt for the transportation of property, the application shall |

1 | include a statement of its capacity in terms of maximum gross vehicle weight rating as authorized |
2 | by the manufacturer of the chassis or the complete vehicle. |
3 | (c) A statement whether liability insurance is carried on the vehicle, and, if there is |
4 | liability insurance, the name of the carrier, policy number, and effective dates of the policy. |
5 | (d) Any further information as may reasonably be required by the division of motor |
6 | vehicles to enable it to determine whether the vehicle is lawfully entitled to registration. |
7 | (e) The exact mileage reading from the motor vehicle on the date of application. |
8 | (f) In the case of an application for registration of motorcycles, motorized bicycles, and |
9 | motorized tricycles, a statement that the owner understands that an accident occurring while an |
10 | operator is not wearing a helmet may result in significant physical injury and financial damage if |
11 | the operator does not carry health insurance. The owner shall place a checkmark in the |
12 | appropriate space next to the statement for the application for registration to be valid. |
13 | SECTION 2. This act shall take effect upon passage. |

1 | This act would require operators of motorcycles and related vehicles to acknowledge on |
2 | the registration application that operating without a helmet could cause physical injury and |
3 | financial hardship if the operators do not have health coverage. |
4 | This act would take effect upon passage. |
